The impacts of climate change and air pollution on children’s education outcomes
Very few studies have examined the impacts of both climate change and air pollution on student education outcomes, particularly in a developing country setting. Analyzing a rich database consisting of household and school surveys, test scores, and temperature and air pollution data over the past decade for Viet Nam, we find that a 1 μg/m 3 increase in PM2.5 concentration in the month preceding exams leads to 0.015 and 0.010 standard deviation dec…
The Impact of Minimum Wages on Employment
In this study, we examine the impact of minimum wages in Vietnam using individual‐level data from the annual Labor Force Surveys (2012–20). During this period, the average real minimum wage increased by around 4% per year. Overall, we do not find significant effects from minimum wages on employment and monthly wage earnings. However, we find a considerable negative effect on workers' total working hours. Working hours per week are reduced by 0.38…

Does Parental Absence Harm Children's Education? Evidence from Vietnam
This study analyzes the impacts of parental absence due to migration, death, or divorce on children's school enrollment in Vietnam. We find children from two-parent families have a better chance of enrolling at all levels of education than those from single-parent families. Within single-family types, the negative effect on children of parental divorce is higher than that of parental death, while the effect of parental migration is the lowest. We…
Does foreign direct investment benefit local firms? Evidence from a natural experiment study
We examine the spillover effect of foreign direct investment (FDI) on domestic firms in Vietnam. We use distance between each district center and the 17th parallel north latitude as an instrumental variable for FDI firm density at the district level. The rationale for this instrument is that districts which are closer to the 17th parallel north latitude, are more likely to suffer from unexploded ordnance (UXO) from the Indochina wars and therefor…

A Research Note on Maternity Leave and Children's Outcomes
This research note examines the long-term effect of female teachers’ longer maternity leave on children's education and disability in Vietnam. Having a child a few months before or just after the summer vacation can increase paid leave for female teachers. Using variation in months of childbirth and applying difference-in-differences with family fixed-effect estimators, I find that female teachers in Vietnam tend to avoid giving birth during summ…
Lottery Wins and Employment in a Low-Income Country
In this study, we examine whether a positive income shock, measured by lottery wins, affects labor supply and the employment of individuals in Vietnam using Vietnam Living Standard Surveys 1993 and 1998. We do not find significant effects of lottery wins on the probability of working or on working hours. However, we find that lottery wins tend to be invested in productive assets and nonfarm household businesses. As a result, individuals from lott…
The impact of cigarette prices on smoking onset and cessation
Vietnam should continue to increase excise taxes on tobacco products to reduce smoking onset. Since smokers are resilient to excise tax increases, other tobacco control policies, such as smoke-free areas and tobacco advertisement bans, should be better enforced to encourage people to quit. Other policies not yet implemented, such as plain packaging of tobacco products, may also encourage smokers to quit
Did a successful fight against Covid-19 come at a cost? Impacts of the pandemic on employment outcomes in Vietnam
Despite its low middle-income status, Vietnam has been widely praised for its success in the fight against early waves of the COVID-19 pandemic, with a low mortality rate of approximately 100 deaths out of a population of less than 100 million by the end of 2020. We add to the emerging literature on COVID-19 effects on the labor market for poorer countries by analyzing rich individual-level data from Vietnam's Labor Force Surveys spanning 2015 to…

Changing male perceptions of gender equality
In this study, we use a randomized control trial to examine whether asking Vietnamese men to reflect on gender equality can reduce their gender bias. We randomly selected two groups of married men in four rural provinces and asked the first group to make comments on gender-related laws and the second group to write stories about gender equality. We find that commenting on gender-related laws does not reduce men’s bias against women, while writing…
The ageing trend and related socio-economic issues in Vietnam
Vietnam is among the most rapidly ageing countries in the world. Its ageing index of increased during the past 35 years. In 2019, the ageing index was 49% for the population aged 60 years and older and 33% for the population aged 65 and older. At the same time, the proportion of older people living alone has been increasing. The main objective of this study is to examine the problem of older people living alone in Vietnam using the logit regressi…

Old-Age Pensions in a Lower Middle-Income Country
This study investigates the effect of social pensions on the elderly in Vietnam toward a wide range of outcomes. The social pension level is relatively small, yet it has a sizeable and significant effect on older people. There is a significant effect of social pensions on income levels, enabling pensioners to feel they have better finances than previously. Although social pensions do not improve utilization of health care, they do help older peop…
Wealth inequality and inter-governorate migration
Migration is one of the key livelihood strategies for households, especially those in low-income and middle-income regions. In this study, we investigate whether the economic level and inequality of wealth can affect inter-governorate migration in Egypt. Using gravity models and data from Population and Housing Censuses of Egypt, we are able to measure the push as well as pull effects of economic and wealth inequality levels on internal migration…

Intra-generational and Intergenerational Social Mobility
This study examines intra-generational and intergenerational mobility of employment and income in Vietnam during the 2004-2014 period. It finds there was high mobility across occupations but less mobility across wage-job employment and economic sectors. Upward labour mobility increased over time because of the increase in skilled occupations. The intergenerational elasticity of earnings is estimated at around 0.36. Education plays an important ro…
Do Survey Spot-Check and Threat Improve Data Quality? Evidence from a Field Experiment
In this study, we examine the effect of interview observation on data quality of a large-scale individual survey in Vietnam. External spot-check teams were sent to randomly selected enumeration areas to attend and observe survey training courses and field interviews of interviewers. We find that interviewers have a lower number of item non-responses in collected data when being observed by the spot-check teams. The effect of a spot-check of field…

The Impact of Recentralization on Public Services
Comparative political economy offers a wealth of hypotheses connecting decentralization to improved public service delivery. In recent years, influential formal and experimental work has begun to question the underlying theory and empirical analyses of previous findings. At the same time, many countries have grown dissatisfied with the results of their decentralization efforts and have begun to reverse them. Vietnam is particularly intriguing bec…

Proxy Means Tests to Identify the Income Poor
Poverty targeting plays an important role in ensuring the success of support programs for the poor. We assess the governmental poverty targeting in Vietnam, which identifies poor households by collecting income data using a simple two-page questionnaire. We propose a proxy means tests (PMT) method to predict income and poverty status of households using data on basic household characteristics. Compared with the poverty targeting using the simple …

Poverty and inequality maps for rural Vietnam
The objective of the paper is to update the small area estimates of poverty and inequality for rural Vietnam. The new estimates of province and district level poverty for the year 2006, when combined with estimates available for 1999, allow for examination of how poverty has changed in rural Vietnam over the past seven years. The analysis finds that all provinces across the country experienced a noticeable reduction in rural poverty during the pe…
A Method to Update Poverty Maps
The small area estimation method proposed by Elbers et al. (Elbers, C., Lanjouw, J. and Lanjouw, P. (2003) Micro-level estimation of poverty and inequality. Econometrica, 71(1), pp. 355–364) combines a household survey and a census to generate a disaggregated map of poverty measures. Since censuses are often conducted every 10 years, construction of poverty maps on a regular basis is not straightforward. This article discusses methods to update p…

Are migrants in large cities underpaid? Evidence from Vietnam
This paper examines the wage gap between migrants and non-migrants in large cities in Vietnam. It finds that migrants receive substantially lower wages than non-migrants. The wage gap tends to be larger for older migrants. However, once observed demographic characteristics of workers are controlled, there are no differences in wages between migrants and non-migrants. The main difference in observed wages between migrants and non-migrants is expla…

The Effect of Having Children on Women’s Marital Status
In developing societies, women living without a husband face significant social-economic hardship. Previous evidence suggests that teenagers in Kenya are willing to get pregnant in hopes of marrying the father of their children. In this paper, we study the relationship between having children and women’s marriage outcomes more generally. Using the 2009 Vietnam Census data and twins as an instrument, we find that having more children reduces the p…
Do minimum wages affect firms’ labor and capital? Evidence from Vietnam
This study measures the effect of minimum wage increases on firm outcomes using fixed effects regression and panel data from Vietnam Enterprise Censuses during 2008–2010. It finds that minimum wages reduce firms’ labor size, albeit at a small magnitude. A one-percent increase in real minimum wages leads to a 0.1% reduction in the number of workers of firms. Firms are more likely to reduce male workers and those without social insurance. As a resu…
