Why nurses quit
Nurse turnover is a prominent issue in Dutch healthcare, causing staff shortages and operational disruptions. The literature reports myriad factors triggering nurse turnover, but little attention is given to how motives arise at multiple organizational levels and whether these affect distinct groups of nurses differently. Using qualitative and exploratory methods, we examine motives at multiple levels and for distinct nurse categories. We apply t…
Building Social Dialogue over Training and Learning
■ This article examines recent developments in social dialogue over vocational training and lifelong learning. The central concern is how to develop coherent European polices for increasing social partner influence in this domain, given the diversity of national systems of VET and structures of social dialogue across Europe. The study draws on a survey of 13 countries and concludes that despite these disparities, cross-national differences in soc…

What Is Competence?
This paper explores the definitions and usage of competence, especially in the context of training and development initiatives in the USA, UK, France and Germany, seeking to clarify the concept by incorporating knowledge, skills and competences within a holistic competence typology. One-dimensional frameworks of competence are inadequate and are giving way to multi-dimensional frameworks. Functional and cognitive competences are increasingly bein…
Social Dialogue Over Vocational Training In Market‐Led Systems
The involvement of social partners is central to the rhetoric of the European Commission approach to vocational training. This paper explores the development of social dialogue over vocational training at the European level and in Italy and Britain, two member states characterised as having market‐led systems. The contrasting experience of the two member states suggests factors that are conducive to promoting greater social partner involvement in…
Subcontracting in the Privatised Coal Industry
Since the beginning of the 1980s significant academic interest has focused on the process of capitalist restructuring, although opinion is divided as to the nature of this. Some commentators have suggested that Fordism is being displaced as the dominant mode of production (Hirst and Zeitlin 1991) by flexible specialisation, said to be ‘a strategy of permanent innovation’ (Piore and Sabel 1984: 17), which developed in response to increasingly voli…
Does Management Development Add Value?
While the act of faith approach to management development assumes that training and development will improve performance, and that attention to the people factor will give organizations a competitive advantage, there has been little systematic study of the business benefits of management development. The extent to which competence‐based management development made identifiable improvements to individual, organizational and business performance wa…
Social and Technological Characteristics of Coal-Face Work
This paper offers a re-evaluation of the Tavistock studies of coal mining during the 1950s by analyzing their relevance to the social and technological characteristics of coal-face work before and after the studies. The historical analysis draws upon documentary evidence, while the study of contemporary changes in coal-face work has involved a decade of interviews with miners, mining engineers, managers and union officials, supplemented with unde…

The 1984–85 miners' strike and technological change
The proximate cause of the 1984–85 miners' strike, the longest mass strike in British history, was a round of colliery closures announced by the National Coal Board (NCB, now British Coal) in March 1984 as part of the restructuring of the British coal mining industry. The impact of pit closures upon communities is so immediate and devastating that the effect obscured the fundamental causes. The restructuring process had accelerated since 1979 bec…
