According to Canadian government policy, all federal government programmes must be evaluated periodically. To facilitate evaluations, it is required than an “evaluation framework” be developed for all new or substantially revised programmes. A framework was developed for the Canadian federal Health Promotion Directorate following the approval of a revised programme by the government in 1982.
