Toward language equality: Four Democracies Compared
This article offers a broad comparative overview of four countries that recognize two or more legally equal official languages. Beginning with the historical foundations for language pluralism, it compares selected social structural dimensions: the size, stability, and geographical distribution of language groups; the interface of language divisions with other social cleavages; and foreign influences on domestic language situations. The article d…

Contrasting Styles of Democratic Decision-making: Adversarial versus Consensual Politics
The notion of “consociational democracy” originated from prolonged debates in the 1950s over prerequisites for democratic stability. The concept then spread rapidly in both Western and Third World comparative analysis. From this base Arend Lijphart went on to develop contrasting majoritarian and consensual models more widely applicable to all established democratic countries. This article examines the general conditions favorable to consensual ra…
Finland: Marginal Case of Bicommunalism
Finland is officially bilingual but is deficient in some of the structural, attitudinal, and institutional factors conducive to the maintenance of a stable bicommunal political system. The system is in no sense a federal one. At the level of social structure, the Swedish-speaking minority is relatively small, proportionally decreasing, territorially divided, and increasingly bilingual as urbanization continues. In terms of attitudes, the existenc…

The Plural Society and the Western Political Tradition

A Postscript on Bodin's Connections with Ramism
In an article in this Journal a few years ago,1 it was suggested that the paths of Jean and Peter Ramus must have crossed significantly during Bodin's critical formative years as a student at Paris, when Ramus was at the height of his controversy with the University authorities over his rejection of Aristotelian logic and the development of his own simplified system of dialectic. The article then proceeded to support this hypothesis by an examina…
