    本稿の目的は,マラウイの社会的現金給付政策におけるコミュニティ住民主体の受給者選定(CBT)の特徴を,村落レベルの実態調査にもとづき検討することにある。検討にあたっては,1CBTにおいて問題とされてきた,権力者による恣意的な選定や富裕層の受給がどのように回避されているか,2CBTで選ばれた受給者世帯がどのような社会経済的特徴を有しているのかに注目した。まず,この政策における受給者決定プロセスにおいては,富裕層や村長を排除する制度が採用されており,これまで問題とされてきた恣意的な受給者の選択が避けられていた。また,受給者世帯となっているのは,政府の定める受給条件だけではなく,農村住民が重要と考える貧困や脆弱性の基準を考慮して選ばれた世帯であった。先行研究において指摘されてきた政府の定める受給者条件と実際の受給者の判断基準に違いが現れるのは,受給者選定方法に問題があるわけではなく,誰が受給者となるべきかに関して政府と農村住民の間に判断基準の違いがあるためだと考えられる。したがって今後の政策の…
