n some Universities one can become a Doctor of Philosophy in Education without having taught; but such a Doctor of Philosophy is not necessarily qualified to teach in secondary schools. In Toronto recently I met someone who, although he was just about to be awarded his Ph.D. in Education, was going back to the college to do his Teachers' Diploma which would enable him to hold responsible teaching posts in the province of Ontario.
