Homeownership and Public Pensions in East Asia
This study examines whether homeownership has a trade-off relationship with public-pension development in Japan, South Korea, and Taiwan. Relying on a comparative historical approach, we find that while the three governments pursued homeownership societies, their interventions in housing provision and distribution varied in timing and intensity, contributing to different levels of homeownership. Providing financial protection in health for low-income populations

The literature has shown that, in developing countries, large cash transfers to older people improve the wellbeing of the recipients and their families. While social pensions have recently emerged in East Asia to deliver small cash benefits to older people, there is little consistent evidence of their effects. This study examines the role of shadow education as a contributor to educational inequality in South Korea. Using data from the Korean Educational Longitudinal Study (KELS), this paper analyzes the effects of private tutoring at 10th and 12th grade level on College Scholastic Aptitude Test (CSAT) scores. This study decomposes the changes in income distribution among older adults between 1996 and 2016 in South Korea. We found that income distribution among older adults worsened between 1996 and 2010 and then improved between 2010 and 2016. From 1996 to 2010, the rapid change in living arrangements was the most powerful contributor to the worsening income distribution.
