Climate Change and Institutional Resilience in Arctic Environmental Governance
This article highlights recent successes and failures in efforts to manage Arctic marine living resources to improve our understanding of institutional resilience—that is, the ability of cooperative institutions to maintain their performance despite severe disruptions to their operating environments. Rising ocean temperatures and other impacts of climate change may alter the spatial distribution of fish stocks, including their relative attachment…
Why is it hard to solve environmental problems? The perils of institutional reductionism and institutional overload
Many efforts to solve environmental problems arising at the international or transnational level meet with limited success or even end in outright failure. But some efforts of this sort succeed. We construct an analytical model of such efforts leading to the conclusion that an ability to steer a course that avoids the twin perils of institutional reductionism and institutional overload is necessary to achieve success in this realm. We examine a r…
Asian Countries and Arctic Shipping
Most studies of Asian state involvement in Arctic affairs assume that shorter sea-lanes to Europe are a major driver of interest, so this article begins by examining the prominence of shipping concerns in Arctic policy statements made by major Asian states. Using a bottom-up approach, we consider the advantages of Arctic sea routes over the Suez and Panama alternatives in light of the political, bureaucratic and economic conditions surrounding sh…

Barents Sea Fisheries – the IUU Struggle
Considerable fishing operations occur in the European part of the Arctic Ocean, especially in waters under Norwegian and Russian jurisdiction, and regional states have recently made important advances in combating illegal, unreported, and unregulated (IUU) fishing. During the 2000s, illegal harvesting of Northeast Arctic cod reached levels that jeopardized stock sustainability and coastal-state quota restraint, shifted wealth from legal fishers t…

Soft Law, Hard Law, and Effective Implementation of International Environmental Norms
The article compares the interplay between soft law institutions and those based on hard law in international efforts to protect the North Sea, reduce transboundary air pollution, and discipline fisheries subsidies. Our cases confirm that ambitious norms are more easily achieved in soft law institutions than in legally binding ones, but not primarily because they bypass domestic ratification or fail to raise concerns for compliance costs. More im…

Protecting the Polar Marine Environment
How can we best protect the polar marine environment against pollution? Leading scholars on environmental law, the law of the sea, and Arctic and Antarctic affairs here examine this important question. To what extent do existing global instruments of environmental protection apply to the Arctic Ocean and the Southern Ocean? Can the arrangements adopted at regional, sub-regional and national levels provide adequate protection? This book examines a…
Violent Conflict Prevention and Development Co-operation
Olav Stokke, 'Violent Conflict Prevention and Development Co-operation: Coherent or Conflicting Perspectives?', Forum for Development Studies, 1997:2, pp. 195–250. Promotion of peace has become an objective in its own right for development co-operation, along with several others, such as democracy, human rights, good governance and environmental concerns. In this article, the particular role of development assistance in peace promotion and confli…
Norwegian Aid Policy
Olav Stokke, ‘Norwegian Aid Policy: The Case of Research Funding’, Forum for Development Studies, No. 1, 1992, pp. 87–125. In this study, the Norwegian research aid (ODA), both the declared policy and the performance, is described and analysed from the perspective of Norwegian aid policy. The norms set for the research aid to a very high degree reflect the overall objectives and guidelines set for aid, although a substantial share has been earmar…

The Northern Environment
Current Arctic regimes are narrow and shallow, but the potential for increased cooperation seems high. In the areas of science, petroleum development, fisheries management, and marine protection, the predominance of strategic considerations is increasingly being challenged in key Arctic states. Groups such as scientists, industrial firms, and environmental organizations portray these problems in terms of cost efficiency rather than competition, a…
Western Middle Powers and Global Poverty
This study attempts to answer why the policies of the five countries covered are marked by a greater degree of "humane internationalism" than those of other Western countries. It discusses what it is that causes the variations between the policies of these five countries.

System Transformation in Nigeria

The 'modern' and the 'traditional' political systems and sub-systems are identified and the cultural setting is outlined. The focus is concentrated on the distribution of the enforcement powers, the utilitarian powers and the identive powers between the centres of the federal system and the regional sub-systems…
