However, there is no sufficient evidence to support the benefits of privatisation in terms of government spending efficiency. This study analyses the correlation between privatisation and government spending efficiency. Our empirical results do not support a positive effect of privatisation on governme…

Local governments, as the governmental tier closest to citizens, should deliberate upon strategies and actions attuned to achieving SDGs for the benefit of their communities. Through a comparative analysis of Italian and Spanish local governments, this research investigates the conditions that can support the achievement of …
Explaining Public-Private Partnership Projects through Political Factors
This article analyses the effect of political factors on the use of Public Private Partnerships in developing countries. According to a sample of 80 low- and middle-income countries over the period 1995–2017, our findings suggest that Public Private Partnership projects are affected by political ideology, the strength of the government and electoral cycles. Concretely, they tend to be used by left-wing governments to a greater extent than governm…

Political Determinants of Privatisation Reforms
This article analyses the effect of political factors on privatisation reforms and considers the practical implications of such policy from a comparative point of view in Europe. According to a sample of 25 countries in 1995–2013, our findings suggest that privatisation reforms could be impeded by veto players, fragmentised governments and political competition. These reforms tend to be used less by politicians who have been in power for a long p…
Partisan and Electoral Cycles in Privatisation
This study evidences the existence of partisan and electoral cycles in privatisation, by using a sample composed of 22 European countries during the period 1995–2013. Our findings suggest that privatisation reforms tend to be implemented by governments with different ideologies when elections are not immediate; however, results support a greater orientation of right-wing governments towards privatisation reforms in election periods. After the ele…
Does privatisation reduce public deficits
This paper provides the first ever analysis of the two-way relationship between the privatisation of government services and fiscal balance. It uses data from 22 European countries between 1995 and 2013 to examine the factors that promote privatisation policies and the effects that privatisation then has on public finances. This is important because privatisation has been promoted by both the European Union and the International Monetary Fund as …
Rethinking social welfare in Spain
This study proposes a general aid system based on a mixed financing model in Spain. To that end, it proposes that the different aids available be merged into a single scheme to avoid duplications. The proposed financial model factors in the tax base of the unified aids on the one hand and the contributory part of social insurance on the other. The main conclusion is that the proposal is feasible, so long as a reform of the contributory aid system…

The Socioeconomic Consequences of Privatization
The Cost and Funding of a Partial Social Benefit in Spain
In a situation of economic crisis, it is common to find high unemployment and stringent requirements for access to social assistance for those who are most in need. International organizations such as the World Bank, the International Labour Organization, and the European Parliament have proposed designing a minimum benefit payment. We have calculated the estimated cost of a partial social benefit in order to cover basic goods for citizens who do…
