Indirect responsiveness and green central banking
Since 2019, the European Central Bank has become the global frontrunner in green central banking, while the US Federal Reserve has remained a climate laggard. Based on 15 interviews and primary sources, we argue that this policy divergence demonstrates central bankers' indirect responsiveness to political developments. We showcase how political events – the Global Financial Crisis, the Paris Climate Agreement, the EU's Green Deal, and the Trump a…
The Crossover between Climate Politics and Central Banking
Climate change has emerged on the agenda of central bankers. We argue that the rise of green central banking resulted from a crossover between climate politics after the 2015 Paris Climate Agreement and central banking after the 2008 financial crisis. Actors in these unconnected fields constructed and exploited this new linkage to their advantage. In the wake of the Paris Agreement, climate advocates promoted green central banking as part of a br…
Making sense of gold and governance
Scholars regularly mobilise the concept of policy paradigm to characterise successive periods in which certain ideas appear to structure policymaking. While this concept proved useful to establish that ideas matter, it is time to start thinking about ideas in ways that better resonate with actors' practices. This article introduces and empirically illustrates two conceptual alternatives. First, it looks at international monetary relations from 19…
The Long Twilight of Gold
Why has gold persisted as a significant reserve asset despite momentous changes in international monetary relations since the collapse of the classical gold standard? IPE theories have little to say about this question. Conventional accounts of international monetary relations depict a succession of discrete monetary regimes characterized by specific power structures or dominant ideas. To explain the continuous importance of gold, we draw on insi…
Paradigms and Practice
Thomas Kuhn's concept of paradigm has long been a part of ordinary parlance in political science. Aside from its role in metatheoretical debate, scholars have enlisted the paradigm concept to explain policy change, particularly in the international political economy (IPE) literature. In this context, policy paradigms are defined primarily in ideational terms and with respect to a specific domain of policymaking. We argue that this stance overstat…
Reconfiguring sovereignty
The Eurozone and migration crises have reconfigured sovereignty in the European Union. The Eurozone has moved from an outright prohibition to a conditional acceptance of bailouts, and the Schengen regime has extended into the long sacrosanct national turf of border control. Building on recent scholarship on sovereignty practices, we argue that EU leaders worked out crisis responses that shifted broad understandings of how sovereignty was practice…
Contested governance
The austerity policies that EU policymakers adopted in response to the Eurozone crisis are often criticized as the product of institutionalized neoliberal ideas. This critique has merits, but tends to overlook institutional changes that do not neatly conform to well demarcated neoliberal ideas considered as “switchmen,” “paradigms,” or “blueprints.” This article offers an alternative reading of the Eurozone's institutional evolution that bridges …
Practices of Dynamic Order
In accounting for the endurance of dysfunctional institutions, scholars often highlight the importance of path dependence or incremental change. Yet this fails to capture the creativity that actors deploy to reproduce order, particularly in times of crisis. We propose the concept of dynamic order, rooted in pragmatist theory, as an alternative way to think about institutional durability. Powerful actors reproduce order through creative adjustment…

French capitalism under stress
France's plan de soutien bancaire was in many ways similar to other national rescue plans that were adopted in the context of the global financial crisis. Yet, the French plan stands out for its remarkably collective and conflict-free nature. In order to account for this distinctiveness, we highlight the role of an informal consortium among public and private actors in the French financial establishment. We argue that the bank support plan should…
The hidden face of the euro
Europe's economic and monetary union is often depicted as a market-conforming institutional order. The creation of an inflation-fighting independent European Central Bank and the obligation of member governments to maintain fiscal discipline are widely cited as evidence of the European desire to maintain stability and thus placate financial markets. But the euro also has a more hidden face, which is much less liberal and more decidedly managerial…
La France face à la Constitution européenne
France and the European Constitution: A Legacy Disowned This article sheds light on the institutional factors weighing in how French preferences were determined as regards the future of Europe. The French government was obliged to take into account the reformulation of the debate at the Convention and the European Institutional legacy. This institutional rationale took precedence over the French leaders’ ambitions for national power, consideratio…
Monnaie et politique en Europe
European Currency and Politics This article examines the reasons for the difficult reform of the EU Stability and Growth Pact in March 2005. The debate on the Pact resuscitated a latent tension between two opposite sets of motivations that had led to the creation of the euro in the 1980s and 1990s. From this perspective, the reform of 2005 is a dilatory solution that leaves the political game fairly open

Democracy in the age of the euro
The Maastricht Treaty established an independent European Central Bank (ECB) in charge of managing Europe's new currency, the euro. But in recent years, many have expressed fears that the ECB's independence could lead to an undemocratic situation in which central bankers are never held accountable. Based on an analysis of the relations between the ECB and the European Parliament, this article demonstrates the emergence of a certain practice of ce…
Introduction
One of the most important developments of western democracies in recent years is the demand for more democratic control and accountability. This new demand can be observed in the constant increase of mechanisms of control over political bodies and institutions, and also the diversification of these mechanisms. At the EU level, these changes are so clear that many policy-makers and scholars feel that it is bringing about a renewal of democracy. Si…

Cett…
Moving Targets
After 10 years of controversial negotiations, in 1996 the European Union finally took action to liberalize the electricity supply industry. Given the intensity of bilateral contacts between France and Germany, the reform has often been presented as a straightforward intergovernmental deal. This article argues that the French-German deal was only the tip of the iceberg. Perceptions of national interests evolved considerably in both countries. The …

In the name of the Market
The advent of economic and monetary union (EMU) is often interpreted as the logical outcome of structural trends, macroeconomic consensus, or grand geopolitical bargains. This article argues, however, that such views miss an essential dimension of the EMU process, namely the political strategy developed within the European Commission in order to achieve that goal. As part of their integrationist agenda, Commission officials selectively marshaled …
