Perception of Key Public Services in Chile
How are key public services perceived to be governed across the different Chilean regions? Are they considered to be of high quality, governed impartially and free of corruption? To answer this question, we construct a Regional Quality of Governance Index (QGI) for Chile using original survey data and assess the QGI based on user's perception of quality, impartiality, and probity of three key public services: police, health and public education a…

The Internet in India and China
With our colleagues in the Mosaic group, we have done several studies of the state of the Internet in India and in China beginning in 1998. These studies were conducted using a six-dimension framework we have developed for characterizing the state of the Internet in a nation. In 1999, we published a comparison of the state of the Internet in China and India. At that time we found that China had a clear lead in each of our six dimensions. This pap…

The Internet in India and China
This article compares the diffusion of the Internet in China and India. Using a six-dimension framework for characterizing the state of the Internet in a nation, we observe that, while both nations have made significant progress since our last comparison (in 1999), China enjoys a substantial lead over India. We also examine determinants of Internet diffusion. We find that the Chinese Internet has benefited from economic and trade reform begun in …

Introduction
Educational leadership is an abused concept. More often than not it is seen as synonymous to administration and with the power of office. It has become symbolic of hierarchy, of structure, and of power. It has, in effect, been reduced in its own power and in its scope because it now only replicates other useful terms, such as management and administration. Yet its potential for informing the debate over what formal education should be like, how i…
The administrator as a transformative intellectual
While the reformist agenda of the recent past has been a welcome addition to our discourse on the nature of education, it has failed in many respects to address some essential aspects of educational reform. The rhetoric is in many instances laudatory; the California Commission on Public School Administration and Leadership (Association of California School Administrators, 1988), for example, found that are times when evolutionary change is approp…

The India Board (1784–1858)
The Right Honourable Board of Commissioners for the Affairs of India—generally known as the India Board, or the Board of Control—had an existence of practically three-quarters of a century, namely, from the last year of the Governor-Generalship of Warren Hastings to the assumption in 1858 by the Crown of the direct administration of India. That this long period was filled with important events in the history of both England and India no one will …

The Pictures, etc., of the Royal Asiatic Society
It is perhaps not unfitting that the recent centenary festivities should be supplemented by a brief survey of the various objects of interest which the Society has accumulated during the hundred years of its existence. Apart from the intrinsic value of many of the items, the collection includes portraits of most of the scholars who were prominent during that period in Oriental research—amongst them many of the Society's office-bearers. It also te…
