Benefit-Cost Analysis in EU Chemicals Legislation
In this paper we review the benefit-cost analyses (BCAs) made to support applications for authorisations under the EU’s REACH Regulation on hazardous chemicals. Experiences from over 100 cases suggest that there are a number of informational and methodological challenges to overcome in these BCAs. In particular, we find that many REACH applicants have had problems explaining the societal relevance of the regulatory impacts expected to affect them…
Procedural Invariance Testing of the One-and-One-Half-Bound Dichotomous Choice Elicitation Method
The contingent valuation method for estimating willingness to pay for public goods typically adopts a single referendum question format, which is relatively statistically inefficient. As an alternative, Cooper, Hanemann, and Signorello (2002) propose the one-and-one-half bound (OOHB) format, allowing researchers to question respondents about both a lower and higher limit on project costs, thereby securing substantial gains in statistical efficien…

Towards an integrated environmental assessment for wetland and catchment management
This paper develops a decision support system for evaluation of wetland ecosystem management strategy and examines its, so far partial, application in a case study of an important complex coastal wetland known as the Norfolk and Suffolk Broads, in the east of England, UK. Most managed ecosystems are complex and often poorly understood hierarchically organized systems. Capturing the range of relevant impacts on natural and human systems under diff…
Use and Nonuse Values for Conserving Endangered Species
The contingent valuation method is often used for valuing environmental goods which have nonuse as well as direct-use values. However, it is often not clear how respondents to a contingent valuation survey allocate values when asked for willingness-to-pay amounts. In this paper, we investigate use and nonuse values for the Mediterranean monk seal (Monachus monachus), an endangered species, by using a survey conducted in Mytilene, on the island of…

Determinants of Individuals' Willingness to Pay for Perceived Reductions in Environmental Health Risks
A contingent valuation (CV) study was undertaken to investigate individuals' stated willingness to pay (WTP) to reduce perceived risks of illness from the quality of bathing water at two beaches in East Anglia, United Kingdom. One beach, Great Yarmouth, failed to meet the EC (European Community) Bathing Water Quality Directive standard, whereas the other at Lowestoft passed. The analysis focuses on determinants of individuals' WTP, including meas…
