Transforming intermediaries to accelerate sustainability transitions
This paper investigates the roles and evolution of incumbent intermediaries in sustainability transitions, focusing on the World Bank Group (WBG) and its support for renewable energy technologies in developing countries. We propose a framework analyzing how “fitness”—the alignment between technology characteristics, regime conditions, and intermediary structures—shapes patterns of intermediary support. We find that the WBG's success in scaling up…
A global analysis of expected revenues from carbon dioxide removal
Carbon dioxide removal (CDR) must scale rapidly to achieve net-zero emissions by mid-century. This scale-up requires substantial investment in the CDR industry, underpinned by stable revenues. While various different revenue streams are conceivable, and academic literature proposes diverse interventions to support CDR, we lack an empirical understanding of revenue expectations from the actors that develop and deploy CDR solutions. Drawing on 50 s…
Bridging the fuel tax revenue gap in the move to electric mobility
The electric vehicle transition and vanishing fuel tax revenues
As electric vehicle adoption accelerates globally, fuel tax revenues decline, exposing government budgets without a proposed replacement tax on electric vehicles. We estimate fuel tax transition exposure across 168 countries, demonstrating that relative exposure, in percentage of total government revenues, varies substantially by income level. Our analysis finds that global public revenues from fuel taxes totalled approximately US$900 billion in …
The acceleration of low-carbon transitions
Given that several low-carbon transitions are now accelerating, what can we say about the drivers, conditions, mechanisms, and dynamics of acceleration? This question is widely discussed in policy and academic circles, but so far there is little attempt to develop a more comprehensive answer that considers the pluralistic and heterogeneous nature of what acceleration is, how it comes about, and how it can be studied moving forward. To provide a m…
How do developing countries estimate their climate finance needs under the Paris Agreement
Developing countries estimate their climate finance needs in NDCs using top-down, bottom-up, or hybrid methods. • Influencing factors include political institutions, stakeholder engagement, technical capacity, etc. • Climate finance quantification is technical and political, serving both negotiation and signaling roles. • A typology highlighting NDC archetypes is proposed: inclusive, strategic, consultant-facilitated, and minimalist. • Proposed p…
Globalising innovation through co-inventions–the success case of the Korean lithium-ion battery industry
Radical innovations can shift the global competitiveness of entire nations. While countries typically struggle to absorb knowledge about novel technologies quickly, in which knowledge tends to be spatially sticky, an important exception is the fast catch-up of the Korean Li-ion battery industry from Japan in the early 2000s. In this paper, we conduct an exploratory case study on this surprising success story. Focussing on patent co-inventions bet…
Taking stock of the implementation gap in climate policy
Scrutinizing countries’ climate commitments
The role of policy design in policy continuation and ratcheting-up of policy ambition
Effectively addressing grand societal challenges like climate change and environmental degradation requires policy intervention that is not only continuous but also increasing in ambition over time. However, negative feedback could lead to policies being weakened or even discontinued after a while. An important but unresolved policy question, therefore, is whether policies can be deliberately designed to survive (i.e., to “stick”) and, ideally, b…
The politics of enabling tipping points for sustainable development
Backlash to fossil fuel phase-outs
Phasing out coal is a crucial lever in reaching international climate targets. However, the resulting jobs losses might trigger voter backlash, making phase-outs politically costly. Here, we present an analysis of the electoral response to coal mining job losses in US presidential elections using matched and bordering difference-in-difference estimators. Our findings confirm that fossil fuel phase-outs can result in voter backlash. In our main sp…

Catching-up in green industries
As latecomers to the industrialization process, developing countries may face barriers to upgrading from the production of mass-produced goods to higher-value technologies. Scholars have suggested that 'windows of opportunity' can temporarily lower entry barriers and provide an opportunity for latecomers to catch up to or even leapfrog incumbents. In this paper, we use the literature on product architecture to build on the concept of windows of o…
Governing complex societal problems
When addressing complex societal problems, public regulation is increasingly complemented by private regulation. Extant literature has provided valuable insights into the effectiveness of such complex governance structures, with most empirical studies focusing on how public regulation influences private regulation. Conversely, the impact of private on public regulation is less well studied. Here, we investigate this impact with a focus on technol…

Explaining Advocacy Coalition Change with Policy Feedback
Despite the prominence of exogenous factors in theories of policy change, the precise mechanisms that link such factors to policy change remain elusive: The effects of exogenous factors on the politics underlying policy change are not sufficiently conceptualized and empirically analyzed. To address this gap, we propose to distinguish between truly exogenous factors and policy outcomes to better understand policy change. Specifically, we combine t…
Measuring the temporal dynamics of policy mixes – An empirical analysis of renewable energy policy mixes’ balance and design features in nine countries
Complex societal or environmental problems require fast and substantial socio-technical transitions. For instance, in the case of climate change, these transitions need to take place in the energy, transport and several industry sectors. To induce and accelerate such transitions, numerous policy interventions are required, which interact with each other in policy mixes. While several conceptual studies on policy mixes have been published recently…

Hybridizing low-carbon technology deployment policy and fossil fuel subsidy reform
The environmental argument behind fossil fuel subsidy reform is strong, particularly among international finance institutions wishing to support ‘transformational’ low-carbon development. However, supporting reform in practice has often met methodological and political barriers. Instead, a large share of international climate finance has flowed to national policies and measures that incentivize the deployment of low-carbon technologies such as re…

The Standard Portfolio Choice Problem in Germany
We study an investment experiment with a representative sample of German households. Respondents invest in a safe asset and a risky asset whose return is tied to the German stock market. Experimental investments correlate with beliefs about stock market returns and exhibit desirable external validity at least in one respect: they predict real-life stock market participation. But many households are unresponsive to an exogenous increase in the ris…
