Post-Covid, Digital Societies
The article investigates the role and challenges of digital technology adoption during the COVID-19 pandemic through a critical human security lens and comparative analysis between South Korea and the United Kingdom. The pandemic served as motivation for the adoption of digital technology among vulnerable groups, either forcing or encouraging the necessity and utilisation of these technologies. This contributes to enhancing human security, but th…
The change of administrative capacity in Korea
This article empirically explores the understanding and changes in the concept of administrative capacity in the Korean context. Despite a universal consensus on its importance, administrative capacity is defined differently by regimes and stakeholders (i.e. in this study: the public, members of the National Assembly, and academia). To improve our understanding of administrative capacity, we collected three types of texts (337 academic papers, 14…
Crisis Decision‐Making on a Global Scale
This essay examines basic functions of crisis decision‐making — cognition , communication , coordination , and control—in response to COVID‐19 . This crisis decision‐making framework is applied to cases from South Korea , Italy , and the United States as public officials grapple with how to recognize , respond , and recover from this deadly , invisible threat . The authors acknowledge the harsh trade‐off between the compelling need to limit trans…

Does the longer tenure of local government heads affect the performance of local governments? The Korean case
The relationship between the length of tenure of elected heads of local governments (HOLG) and performance of local governments remains ambiguous, with few empirical studies on it. Korea presents a compelling case in that it has limited HOLG to serve only three consecutive terms based on the untested belief that longer tenures have a negative effect on local governments. To address these gaps, this study applies the fixed effect panel model, usin…
How Asian countries understand policy experiment as policy pilots
Policymaking based on the classical experimental design is regarded as a golden rule in the field of public policy. Despite the methodological superiority of randomized control experiment, the practices of policy experiment differ across countries, reflecting the different intentions of policymakers. This paper reviews how policy experiments are practised in Asian countries, especially Korea, China, and Singapore. As our review suggests, the term…
Fiscal Decentralization
The relationship between fiscal decentralization and corruption is highly controversial but insufficiently tested with respect to China. This article empirically tests whether fiscal decentralization aggravates corruption in China's local governments. To acquire more robust results, we employ multiple corruption and fiscal decentralization measures and collect data for 31 provinces from 1998 to 2008. Fixed effects panel models estimate the impact…
The impact of internship in public organizations on university students’ perceptions and career choice
Although internship has substantial implications for public administration, little is known about how it affects students. This article analyzes whether internships change students’ perceptions of public organizations, and whether they ultimately affect their choice between public and private sector jobs. We surveyed 818 Singapore university students and measured their perceptions of public organizations using a masculinity index. Then, we analyz…
Critical Review of Conceptual Definitions of Chinese Corruption
This paper examines definitions of Chinese corruption. While many Chinese corruption studies have argued that Chinese corruption has its own unique features, our review of definitions of Chinese corruption featured in current academic literature reveals that most definitions in use are similar to the general definition of corruption: abuse of public office for private gains. Valuable as it is, such a general definition does not adequately specify…
Interorganizational Information Exchange and Efficiency
Achieving efficiency in coordinated action in rapidly changing environments has challenged both researchers and practitioners. Emergency events require both rapid response and effective coordination among participating organizations. We created a simulated operations environment using agent-based modeling to test the efficiency of six different organizational designs that varied the exercise of authority, degree of uncertainty, and access to info…
Evaluation of international corruption indexes
In this paper, we employ, and test the reliability and validity, of multiple corruption related datasets such as the Corruption Perceptions Index of Transparency International, the Control of Corruption Index of the World Bank, the International Country Risk Guide of PRS, the World Value Survey, the Bribe Payers Index, and the International Crime Victimization Survey. We find evidence that the reliability of international corruption indexes has i…
The role of inspection sequence in compliance with the US Occupational Safety and Health Administration's (Osha) standards
We examined the Occupational Safety and Health Administration's (OSHA) inspections in the US to identify the effects of repeated inspections and the time between inspections on non‐compliance. Our sample included 549,398 inspections conducted from 1972 through 2006 in manufacturing plants in the 29 states where federal OSHA enforces the law. We controlled for inspection type, industry, establishment size, and year. The number of total violations …
Coordination in Rapidly Evolving Disaster Response Systems
Assessing the changing dynamic between the demand that is placed on a community by cumulative exposure to hazards and the capacity of the community to mitigate or respond to that risk represents a central problem in estimating the community’s resilience to disaster. The authors present an initial effort to simulate the dynamic between increasing demand and decreasing capacity in an actual disaster response system to determine the fragility of the…
