Continuity and Change in Israeli Security Policy
How should Israel respond to the changing external threats that confront it? This paper argues that the country's traditional security concept is obsolete and must be reformulated. How this is achieved depends on developments within the Middle East and on the outcome of current shifts in Israel's politics and society

Prospects for creating a regional security structure in the Middle East
‘The Middle East talks the talk, but it doesn't walk the walk’, argues Heller when relating to attempts by parties in the region to create some kind of a cooperative security relationship. Concepts of regional security have simply been grafted onto traditional political-military doctrine, with the result that multilateralism has become just another vehicle for pursuing long-standing policy. He shows this with regard to the Middle East peace proce…

The Mad Scientist Meets the Robot Cats: Compatibilism, Kinds, and Counterexamples
In 1962 Hilary Putnam forced us to face the possibility of robot cats.' More than twenty years later Daniel Dennett found himself doing battle with mad scientists and other bogeymen.2 Though these two examples are employed in different philosophical arena, there is an important connection between them that has not been emphasized. Separating the concept associated with a kind term from the extension of that term, as Putnam and others3 have urged,…

The ontology of physical objects: Four-dimensional hunks of matter
This provocative book attempts to resolve traditional problems of identity over time. It seeks to answer such questions as 'How is it that an object can survive change?' and 'How much change can an object undergo without being destroyed'? To answer these questions Professor Heller presents a theory about the nature of physical objects and about the relationship between our language and the physical world. According to his theory, the only actuall…
The Middle East: Out of Step with History
F JL or most of 1989 the Middle East languished outside the mainstream of global change. Stubbornly wedded to timeworn arguments about primordial conflicts, the region increasingly seemed a backwater of intellectual ossification and political stagnation. Toward the end of the year there were some tentative signs that Middle Eastern actors might yet transcend their pasts, but those changes were slow, hesitant and easily reversible. The Middle East…

A Palestinian State: The Implications for Israel
The future of the West Bank and Gaza remains the single most crucial issue in the search for peace in the Middle East. Examining the entire range of possible outcomes, Mark Heller of the Center for Strategic Studies, Tel-Aviv University, argues that an independent Palestinian state in those territories, even one dominated by the PLO, could, under certain stringent conditions, be the preferred option for Israel. In the first comprehensive treatmen…

The Use & Abuse of Hobbes: The State of Nature in International Relations
The near anarchy of international relations has led many students to look to the national society for remedies on the assumption that the condition of the state is analogous to that of man in the state of nature. Not surprisingly, the search for a solution has frequently turned to the logic of Hobbes's analysis of the human condition in the Leviathan and his prescription for moving into organized society. In this article Mark Heller shows the mis…
