The international politics of reporting
This article revisits David Garland’s ‘responsibilization strategy’ by examining how the banking and cross-border logistics sectors are co-opted into security governance through a ‘politics of reporting’. Based on fieldwork in Canada, we analyse how responsibilities for surveillance and control are constructed within these economic subfields. Irregular crossings at the Canada-US border between 2017 and 2019 made headlines and pervaded political debates. Drawing on the literature on the instrumentalization of migration crises and on the disappearance of asylum in Canada, this article interrogates the “crisis” framing of these arrivals.
