Heat after the Harvest
Crop residue burning (CRB) remains a persistent contributor to air pollution and environmental degradation in South and Southeast Asia, imposing significant health and productivity costs. While policies have emphasized regulatory enforcement and technological alternatives, the behavioral and socioeconomic drivers of CRB are less well understood. This study examines how farmers’ perceptions, social norms, resource access, and socioeconomic charact…
Attitudes towards reducing fossil fuel subsidies
This study examines which factors influence support for reducing fossil fuel subsidies and what types of information shift people’s views through surveying 37,000 respondents across 12 middle-income countries that provided over US$750 billion in explicit and implicit subsidies for fossil fuels in 2022. Respondents were randomly allocated to receive information about the relative cost of fossil fuel subsidies, how they are regressive, or worsen cl…
The Geography of Human Capital
This paper explores the spatial heterogeneity in the human capital potential of Indonesia’s next generation by constructing and analyzing sub-national human capital indices (HCI) for 34 provinces and 514 districts in Indonesia. The paper identifies data and methodological constraints in the construction of these sub-national indices and proposes and implements strategies to overcome these challenges. Several interesting findings emerge from the a…
Inequality of Opportunity in South Caucasus
This paper discusses equality of opportunity in Armenia, Azerbaijan, and Georgia, with an emphasis on access to labor market opportunities. It develops an inequality of opportunity index on access to good jobs and decomposes the contributing factors in the prevailing inequality. Then, it discusses the extent to which inequality in accessing human capital inputs among individuals during the early formative years may affect access to good jobs. The…
Monsoon Babies
Do household consumption-smoothing strategies in poor countries entail significant long-run costs in terms of reduced human capital? We exploit the timing of monsoon rainfall shocks and the seasonal nature of agriculture to isolate income effects on early childhood anthropometric outcomes in rural Nepal and to provide evidence on the persistence of these effects into later childhood. We find that a 10% increase in rainfall from historic norms dur…
Trends and Drivers of Poverty Reduction in Nepal
Nepal made remarkable progress in poverty reduction between 1995 and 2010, a period coinciding with a decade-long violent conflict followed by tumultuous post-conflict recovery. Although improving agricultural productivity was long regarded as instrumental to lifting the living conditions of Nepal's impoverished rural areas, a bulk of the observed poverty reduction has come as a result of exogenous improvements in economic opportunities for poor …

How Unfair is the Inequality of Wage Earnings in Russia? Estimates from Panel Data
This paper attempts to determine the extent to which inequality in wage earnings in the Russian Federation is unfair. Unlike other similar attempts that can, at best, produce a lower bound on the estimate of the share of inequality that is unfair, this paper exploits the longitudinal nature of the data to come up with a lower bound as well as an upper bound. The upper bound is further refined to take into account the indirect effect of circumstan…

Shared Prosperity
Focusing on the welfare of the less well off as a measure of real societal progress is the fundamental principle underlying the WBG indicator of "shared prosperity", namely income growth of the bottom 40 percent in every country. This paper uses a database assembled by the World Bank Group to investigate some basic characteristics of shared prosperity, particularly its relationship with overall economic growth and inequality. Initial estimates us…
Migration, Remittances and Forests
International migration has increased rapidly in recent decades and this has been accompanied by a remarkable increase in transfers made by migrants to their home countries. This paper investigates the effect of the rural economic growth brought about by migration and remittances on Nepal's Himalayan forests. The authors assemble a unique village-panel dataset combining remote sensing data on land use and forest cover change with data from the ce…
