Survey Non-Response in Covid-19 Times
During the COVID-19 pandemic, labour-force survey non-response rates have surged in many countries. We show that in the case of the Canadian Labour Force Survey (LFS), the bulk of this increase is due to the suspension of in-person interviews following the adoption of telework within Federal agencies, including Statistics Canada. Opting or Not Opting to Share Income Tax Information with the Census
This paper examines the implication of the decision to give 2006 Census respondents the option of letting Statistics Canada access their income tax files rather than answering income-related questions directly. We find that giving respondents the option to share their income tax files (or not) adds a confounding factor when it comes to measuring family-income inequality, particularly for the bottom tail of the distribution. The Impact of Minimum Wages on Labour Market Transitions
We investigate differences in labour market transition rates between high and low minimum wage regimes using Canadian data spanning 1979–2008. We find that higher minimum wages result in lower hiring rates but also lower job separation rates. Importantly, the reduced separation rates are due mainly to reductions in layoffs, occur in the first six months of a job and are present for unskilled workers of all ages. Using the American General Social Survey covering the period 1978-2008, the authors investigate the link between union membership and perceived job insecurity. They find that overall, union members are 3.5 percentage points more likely than non-union members to feel insecure about their current jobs as well as future job prospects, especially during recessionary periods.
