Metropolitan tourism governance in Spain
Tourism increasingly operates at a metropolitan scale, yet governance structures often remain fragmented and locally bounded. This Policy and Practice article examines metropolitan tourism governance in Spain through an analysis of tourism-related instruments operating within 45 Functional Urban Areas. Findings reveal a structural absence of genuinely metropolitan tourism governance: most instruments focus on promotion, lack spatial planning capa…
Feeling metropolitan
Place attachment involves cognitive and emotional elements that connect individuals and groups to specific places. While extensively studied, its expression at the metropolitan scale remains underexplored. This article addresses that gap by introducing the concept of spatial consciousness – comprising phenomenal, representational and intentional dimensions – as a key element of metropolitan attachment. Building on this concept, I propose an analy…
The smart city and urban governance
This study explores the changes and stability of urban governance through the lens of smart city policy in Barcelona. It argues that the concept of smart cities is flexible and can be applied to both the neoliberal and participatory models of urban governance. Smart city policies undergo gradual rather than radical changes, with public–private relationships remaining stable despite fluctuations in the prominence of different actors. Comparing the…

Mayors' perceptions on local government reforms and decentralization in Spain
[eng]This article analyses Spanish Mayors' perceptions on three areas of possible reforms that are currently on the local government agenda: re-scaling, amalgamations and metropolitanization. This study shows two main features: On the one hand, a relative homogeneity regarding mayors' perceptions of reforms and, on the other hand, a consistent difference in the mayors' orientations from two groups of autonomous communities. The first ones acceded…
Metropolitan challenges and reform pressures across Europe – the perspectives of city mayors
Metropolitan governance arrangements and their policy purposes have been a matter of debate among researchers and practitioners around the globe. While we may trace three broad schools of metropolitan governance – reform school, public choice theory and new regionalism – with each still having its proponents, we are interested to learn whether there are assumptions on metropolitan governance that have today become general knowledge among urban po…
Urban governance in Spain
This article aims to explain the evolution of urban governance in Spain during the last 40 years as a product of different waves of state rescaling. Historical, political and economic specificities shape the evolution of Spanish urban governance, especially because of the recent process of democratic transition, regional decentralisation and the specific process of de-industrialisation. We distinguish three periods in urban governance trends, fro…
Moving to suburbia? Effects of residential mobility on community engagement
Previous research has emphasised that residential mobility, especially the suburbanisation of metropolitan regions, is a key factor in understanding the social and institutional context that shapes local political dynamics. Recent studies show that local communities with high rates of recent population growth show lower levels of turnout than others with significantly lower levels or even negative growth. However, because of both the aggregate na…
Being metropolitan
While the single institution of the Metropolitan Area of Barcelona (MAB) is a recent creation, some form of institutional cooperation among most of the metropolitan municipalities has been functioning over the past 40 years. However, despite the ample evidence about municipal and national patterns of identification in Catalonia, no data about political orientations or patterns of identity toward the metropolitan area among the metropolitan popula…
If Urban Regions are the Answer, What is the Question? Thoughts on the European Experience
This essay contributes to the current debate in the field of critical urban and regional studies on the meanings of the ‘regional’ and the ‘urban’. From a political science perspective, we focus on the European case. Firstly, we argue that the conception of the regional scale is not the same in various languages and traditions. Regions in Europe carry meanings and connotations that are not always easy to translate without losing their specific hi…
Exploring the Metropolitan Trap
This article analyses the normative dimension of metropolitan governance in the case of Montreal. According to the main schools of thought (the reform school, the public choice school, new regionalism and the rescaling approach), there is an ideal scale at which to achieve specific goals such as equality, efficiency, democracy and economic competitiveness. These ideologically oriented conceptions of metropolitan governance are assumed by actors a…

Temps, pouvoir, espace la métropolisation de Barcelone
The economic and social appeal of Barcelona was responsible for its having become one of Europe’s major urban centers. However, it was only in the mid-19th century that the city began to spread beyond its medieval walls. Although this belated expansion can be explained in economic terms by the fact that urban policies follow the evolution of production systems, such an approach overlooks the political and institutional aspect of Barcelona’s metro…
