Seeds of Control
Reviewed by: Seeds of Control: Japan's Empire of Forestry in Colonial Korea by David Fedman Philip C. Brown (bio) Seeds of Control: Japan's Empire of Forestry in Colonial Korea. By David Fedman. University of Washington Press, Seattle, 2020. xviii, 292 pages. $40.00. Seeds of Control adds a new dimension to a growing list of transnational studies that link Japan to other regions. Forestry was in a state of transition at the turn of the nineteenth…
Property Rights that 'Work' in the Face of Disaster
Early Modern and early Modern Japanese certainly attempted to control floods, landslides and water insufficiency/drought via direct manipulation of land. In addition, about one third of pre-modern Japanese villages were subject to joint land ownership regimes, the most common of which distributed risks and benefits of natural characteristics proportionally among landholders and tenants alike. It represents one very sophisticated anticipatory form…
Reverse Flow
In contrast to approaches that examine the impacts of human-built efforts to ameliorate calamitous natural events, this essay argues that a wide array of large structures shape the outcomes of these events. Further, significant human artifacts can succeed in their function vis-à-vis one set of natural events, but can have unanticipated, even reverse effects when natural forces exceed planned expectations. Risk assessments do not normally consider…
Science, Technology, and Medicine in the Modern Japanese Empire
Environment and Society in the Japanese Islands
Over the long course of Japan's history, its rich natural environment simultaneously supported its human inhabitants and created significant hazards and challenges. The Japanese have also influenced nature in numerous ways, from landscape modification to industrial pollution. How has the human-nature relationship changed over time in Japan? How does Japan's environmental history compare with that of other countries, or that of the world as a whol…
Bad Water
Bad Water: Nature, Pollution, and Politics in Japan, 1870-1950, by Robert Stolz. Asia-Pacific: Culture, Politics, and Society. Durham, Duke University Press, 2014. xi, 288 pp. $24.95 US (paper). Robert Stolz argues that a sense of environmental crisis overturned an existing paradigm of scientific mastery of nature, beginning with the poisoning of Kanto waterways by industrial waste from the Ashio copper mine. He further contends that efforts to c…
Call it A 'Wash'? Historical Perspectives on Conundrums of Technological Modernization, Flood Amelioration and Disasters in Modern Japan
The Northeast Japan triple disasters have raised questions about the adequacy of government planning for water damage at Fukushima, yet other components of the built environment also contributed to loss of property and life in unanticipated ways. Such "surprises" associated with large-scale construction have a long history. To illustrate, in addition to exploring ways in which the built environment shaped the tsunami's impact, I examine negative …

Princeton University Press, Princeton, 2005. xv, 319 pages. $35.00. Arable Land as Commons
The origins and role of corporate landholding and land redistribution practices over arable land in seventeenth- to nineteenth-century Japan have posed a quandary for scholars. The most common forms are widely seen as means to spread the impact of flooding among villagers in districts that are considered to be at great risk from flood hazards. Such conclusions are often based on individual village studies. In contrast, this study takes a regional…

Tokugawa Village Practice
In contrast to modern Japanese citizens, during the Tokugawa period (1600-1868) villagers frequently resorted to lawsuits to settle conflicts. Herman Ooms uses colourful, skillfully analysed case studies to trace the evolution of class and status conflicts through lawsuits and petitions in villages. Inspired by the work of Max Weber and Pierre Bourdieu, this exploration of social and legal history illuminates the texture and detail of village lif…
Mercantilism in a Japanese Domain
This book explores the historical roots of economic nationalism within Japan. By examining how mercantilist thought developed in the eighteenth-century domain of Tosa, the author shows how economic ideas were generated within the domains. During the Edo period (1600–1867), Japan was divided into over 230 realms, many of which developed into competitive states that struggled to reduce the dominance of the shogun's economy. The seventeenth-century …
State, Cultivator, Land
Early modern rulers in asia and europe frequently sought to secure a better grasp of the land and other resources that provided them with the economic resources t o maintain their governments, expand their power, and permit them to conquer new lands (see, for example, Tilly 1985; Hellie 1971; Ali 1966). The "reunification" of Japan and consolidation of authority in the hands of Toyotomi Hideyoshi and his Tokugawa successors is generally viewed in…

From Cambodia to Kampuchea
No other man-made event of the past forty years conjures up images of horror, cruelty, and starvation in quite the same way as the mention of the Cambodian revolution under the rule of the Khmer Rouge (KR) and Pol Pot (Soloth Sar). Life photos of skulls formed into a pyramid, a map constructed of Cambodian skeletons, before-and-after pictures of Tuol Sleng inmates, the mass graves of the killing fields. Genocide. Autogenocide. The successive trag…
