Overwork without an employer
Platform capitalism and the erosion of public care
Digital platforms are rapidly entering publicly financed care systems, yet how they reshape the public character of welfare services remains poorly understood. This study examines digital home-visit care platforms (DHVCPs) in South Korea, where universal Long-Term Care Insurance provides public financing but service delivery operates through a highly fragmented market of small private agencies. Drawing on Bozeman’s publicness framework, we analys…
Midnight delivery workers’ safety and health risks in South Korea’s platform economy
Purpose This study aims to examine occupational health and safety risks experienced by midnight delivery workers within South Korea’s rapidly expanding platform economy. The research investigates how algorithmic management systems and regulatory ambiguities combine to create systematic patterns of workplace vulnerability, contributing to theoretical understanding of precarious employment and risk externalization processes. Design/methodology/appr…
From segmentalist to liberal skill formation system
This study provides a comparative analysis of the evolution of skill formation systems in Japan and South Korea, considering the nuances in active labour market policies (ALMPs) and institutional transformations in the post-industrial landscape. Both nations initially adopted segmentalist skill formation systems; however, they now exhibit divergent paths. Korea, in particular, has undergone institutional changes from segmentalist to a liberal ski…
Beyond the precariat
This study examines the evolving patterns of precarious work in South Korea over a 20‐year period, challenging conventional understandings of labour market segmentation and class formation. Using group‐based trajectory modelling on Korean Labour and Income Panel Study data (2002–2021), we identify five distinct trajectories of labour market experiences. Our findings reveal that 34.4% of the sample, categorised into persistently high precariousnes…
Double Poverty
Double poverty refers to the lack of both time and income. This study analyses precarious workers' double poverty, focusing on the case of South Korea, where the characteristics of its labour market perpetuate the risk of double poverty. This study set less than two-thirds of the median free time and less than two-thirds of the median income as poverty lines. Using Korean Labour & Income Panel Study data, this article identifies the double poor, …
An Empirical Study on the Work Precariousness of Chinese Migrant Workers
Female outsiders in South Korea’s dual labour market
South Korea has a persistent gender pay gap despite its ratification of the Equal Remuneration Convention of the International Labour Organisation (ILO 100) and regulatory commitments to equal pay. This article identifies the extent to which the South Korean gendered dual labour market structure, notably the marked and gendered division between regular and irregular work, presents barriers to gender pay equality, and specifically to the implement…
Precarious Elderly Workers in Post-Industrial South Korea
This article examines how the combination of immature welfare state and expansion of the service economy, in particular, contributes to the precariousness of the elderly labour market in South Korea where nearly half of the elderly live below the poverty line. It completes an empirical analysis of how elderly workers in Korea are participating in the labour market and examines their situation using a conceptualisation of "precariousness." It is e…
The political economy of changes in family and old‐age welfare policy spending
This study investigated whether in times of budget constraints and in countries with relatively large family policy spending, family policy has an advantage in the budget competition with old‐age expenditures, compared with countries with a lower level of family policy spending. We employed pooled time‐series cross‐sectional analysis of 24 OECD countries from 1998 to 2011. Our findings suggest that the initial level of family spending tends to mo…
Institutional legacy of state corporatism in de-industrial labour markets
De-industrialization has created new economic environments for Japan, South Korea and Taiwan. While structural changes in the labour market took place rather rapidly, accompanying institutional changes have been more gradual. While maintaining some core institutional arrangements, each country has adjusted to new labour market challenges and thereby created various labour market risks. In the period of de-industrialization, both South Korea and J…
Why the Social Investment Approach is Not Enough – The Female Labour Market and Family Policy in the R epublic of K orea
Despite the gradual increase in the female labour market activity rate in most of the countries of the O rganisation for E conomic C o‐operation and D evelopment, the rate has been stagnant in the R epublic of K orea. The low female employment rate in K orea also reflects the withdrawal of a majority of women at the time of marriage or childbirth, resulting in an M ‐shaped pattern. The discourse on social investment attracted much attention from …
Fuzzy-set method in comparative social policy
It's More Than an M‐shape
This study examines the re‐entrance of female workers into the Korean labor market. We highlight that women in their 40s have the highest rate of employment among all female workers and that a large proportion of these women are entering into non‐standard employment. In approaching this question, we examine the political economy of this phenomenon by first discussing the demand side of the Korean labor market using the gendering of the varieties …
High non-standard employment rates in the Republic of Korea and Japan
The paper investigates policy conditions for high rates of non-standard employment in Korea and Japan exploiting fs/QCA (fuzzy-set Qualitative Comparative Analysis). We first review the previous literature on labor market risks and discuss the advantages of taking a configurational approach in investigating policies related to increase of non-standard workers. Secondly, non-standard employment in Korea and Japan are examined more closely in compa…
