Theories of Poverty and Anti-Poverty Programs in Community Development
In this paper I explore how five competing theories of poverty shape anti-poverty strategies. Since most rural community development efforts aim to relieve causes or symptoms of poverty, it makes a difference which theory of poverty is believed to he responsible for the problem being addressed. In this paper five theories of poverty are distilled from the literature. It will be shown that these theories of poverty place its origin from (1) indivi…

Public policy establishing the UC Toxic Substances Research and Teaching Program helped to establish the state's environmental technology industry. The multidisciplinary "science-push" program generated economic development benefits including leveraged research funding and at least two hundred new private sector jobs, twenty-five spin-off companies, and over one hundred patents
Impacts of Rapid Urban Growth on Farmland Conversion
Geographical Information Systems (GIS) computer mapping programs and new land use policy models are shown to be useful in understanding the dynamics of rural land conversion to urban uses. The California Central Valley Alternative Futures Model was constructed to evaluate patterns of growth that are forecasted to triple the population of the California Central Valley by 2040. The GIS sub-divided the Valley into over 750,000 land units, and a logi…

Rural America is in a difficult transition due not just to the economy but to the changing relations between cities and towns in the rural-urban continuum.
