Relational Ties and Network Structure
This study analyzes the mechanism of information provider selection during the inter-organizational learning dynamic process, which is essential but lacks attention in public sector learning literature. Based on a dynamic network dataset of field learning of Chinese local governments (2006–2019), we employ temporal exponential random graph model to reveal that inter-organization relationships and endogenous structure jointly drive the information…
Performance feedback and policy diffusion
We theoretically develop and quantitatively test the linkage between performance feedback and policy diffusion. Results indicate that cities are less likely to adopt the policy when outperforming their past performance, and the probability increases when lagging behind peers. The asymmetric effects of historical and social performance gaps, larger for former, identify public-private differences in feedback-diffusion nexus. By using performance fe…

Gauging the Impacts of Performance Information Disclosure on Citizen Satisfaction
Despite extensive research investigating the link between government performance and citizen satisfaction, our understanding is limited regarding whether and how information disclosure affects this relationship in the digital era. This study bridges this gap by examining the interactive effects of information disclosure and performance information on citizen satisfaction. We argue that information disclosure strengthens the “performance–satisfact…
Interlocal learning mechanisms and policy diffusion
Policy diffusion based on learning mechanisms has fascinated political science and public administration scholars for a long time. A robust and growing body of studies have identified the existence and importance of learning mechanisms in policy diffusion. However, there are still some gaps that need to be further improved. First, scholars identify the learning mechanism mainly based on indirect evidence, such as geographical proximity and succes…
The evolution of mandated coordination in policy implementation
Policies are often mandated to be implemented by multiple agencies, and it is meaningful to explore the mechanisms and dynamics of interagency coordination. By employing structurally oriented theory from organization theory to analyze archival data, this study examines the structure and dynamics of mandated interagency coordination arrangements in China's central agencies (2005-2022). Given their intricacies, economic and social policies are the …

Where you are matters
This study synthesizes insights from collaborative network and agency termination theories to investigate how agencies' positions in designed networks impact their survival probability. Using longitudinal data for the central apparatus in China from 2005 to 2020, along with the designed networks derived from 1243 joint tasks arranged by the State Council, we conducted event history analyses to test our hypotheses. Our findings suggest that a cent…
Policy diffusion through leadership transfer networks
Change agents play important roles in the diffusion of policy innovation. Scholars argue that the career paths of change agents could facilitate the diffusion of innovation through network‐based mechanisms of portable innovation or policy wormholes, but have not fully distinguished between direct and indirect connections inherently important in a leadership transfer network. This study proposes an indirect portable innovation hypothesis and an in…
Designed networks and the emergence of self‐organizing interlocal learning network
Self‐organizing networks and designed networks are important subjects of network research, but the extant literature explores them in isolation, with limited attention paid to their relationship. And many studies on self‐organizing and designed networks are based on Western contexts. This article expands the network literature through analyzing the influence of designed networks on the formation of self‐organizing interlocal learning network in t…
What Affects the Diffusion of New Energy Vehicles Financial Subsidy Policy? Evidence from Chinese Cities
Designing and implementing effective new energy vehicle (NEV) policy are policy priorities for policymakers and energy policy scholars. However, the formulation, adoption, and diffusion of the NEV policies have not been fully examined in the extant literature. This article explores the mechanisms driving the diffusion of local financial subsidy policy for NEVs in China. In this context, we aim at analyzing the factors affecting the diffusion of l…
