Economic and econometric methods to measure the illicit tobacco trade
This scoping review aimed to identify suitable economic and econometric methods for measuring the illicit tobacco trade. We searched six key databases for public health and economics papers (PubMed, CINAHL, EMBASE, EconLit, ABI/Inform, and Medline), two economic working paper platforms (SSRN and IDEAS), and grey literature via Google and expert-identified articles. Initial screening was undertaken by all authors, with at least three authors condu…
Evaluation of a gamified digital intervention programme for self-management of chronic obstructive pulmonary disease
Chronic obstructive pulmonary disease (COPD) imposes a substantial health burden, and while digital health tools such as mHealth apps offer promise for supporting self-management, their effectiveness hinges on usability and user acceptance. This paper describes the protocol for a usability testing study to evaluate the usability among individuals with COPD who use a gamified intervention (‘HooHoo Frog’) to transform conventional breathing exercis…

When one size does not fit all – New Zealand perspectives on the International Health Regulations during the Covid-19 pandemic
The International Health Regulations (IHR) form the basis of the World Health Organization's governing framework for global health security and have a key role in preventing the international spread of disease. The COVID-19 pandemic rightfully brought the 'fitness for purpose' of the IHR (2005) into question, spurring WHO Member States to embark on a process of amending and improving the Regulations. This process concluded in mid-2024, with a pac…

Lower-Risk Cannabis Use Guidelines (LRCUG) for reducing health harms from non-medical cannabis use
BACKGROUND: Cannabis use is common, especially among young people, and is associated with risks for various health harms. Some jurisdictions have recently moved to legalization/regulation pursuing public health goals. Evidence-based 'Lower Risk Cannabis Use Guidelines' (LRCUG) and recommendations were previously developed to reduce modifiable risk factors of cannabis-related adverse health outcomes; related evidence has evolved substantially sinc…
Development of a Self-Help Smoking Cessation Intervention for Dual Users of Tobacco Cigarettes and E-Cigarettes
Most users of electronic cigarettes (e-cigarettes) report initiating use to quit combustible cigarettes. Nevertheless, high levels of dual use (i.e., using both combustible cigarettes and e-cigarettes) occur among adults. Using formative data from in-depth interviews and employing learner verification, we adapted an existing, validated self-help smoking-cessation intervention (Stop Smoking for Good; SSFG) to create a targeted intervention for dua…

Background: In the Asia-Pacific region, betel quid and areca nut chewing is a public health concern that requires immediate attention. There is a need to improve knowledge about the harmful effects of betel quid and areca nut chewing and train health care professionals to provide preventive interventions. Objectives: To introduce and evaluate the Pacific Open Learning Health Net (POLHN) online courses about the dangers of betel quid and areca nut…
Betel Nut Use in Vanuatu
Background: Betel nut chewing is a public health concern in the Asia-Pacific region and is an emerging issue in Vanuatu. Despite the significant health risks associated with betel nut chewing, few interventions have been undertaken to reduce its harm. Objectives: To investigate betel nut use in Vanuatu and to identify opportunities to reduce its harm and possible interventions, framing the responses using the World Health Organization’s MPOWER to…

Real-world unassisted quit success and related contextual factors
The vast majority of Chinese male smokers rely on unassisted methods to quit smoking. Success prevalence is high, which is very beneficial to health. This study suggests that exposure to secondhand smoking and tobacco advertising hinders the success of unassisted cessation. These findings speak to the need for environmental tobacco control measures to promote unassisted smoking cessation among Chinese adult male smokers

A Stability Indicating HPLC Method to Determine Actual Content and Stability of Nicotine within Electronic Cigarette Liquids
(1) Background: Despite the growing use of e-cigarettes, in most countries, there is no regulation covering manufacturing standards of the solution ('e-liquid'), leading to concerns over the accuracy of labelling and stability of the products under a range of conditions. Following the United States (US) Food and Drug Administration (FDA) requirements for manufacture of e-liquids, we aimed to develop a simple high-performance liquid chromatography…

No single intervention will solve the obesity epidemic – Racp physicians and paediatricians exploring points in the life cycle to prevent and manage obesity for children and families
Obesity is at epidemic levels in New Zealand and Australia. However, no single intervention will solve the obesity epidemic because there is no single causal factor. We do know that obese children are more likely to be obese adults, and adults with obesity are at greater risk of developing non-communicable diseases (NCDs). Obesity in people of all ages contributes to Type 2 diabetes, musculoskeletal difficulties, respiratory illnesses, and psycho…
Reducing the nicotine content of combusted tobacco products sold in New Zealand
Large reductions in nicotine content could dramatically reduce reinforcement from and dependence on cigarettes. In this article, we summarise the potential benefits of reducing nicotine in combusted tobacco and address some of the common concerns. We focus specifically on New Zealand because it may be ideally situated to implement such a policy. The available data suggest that, in current smokers, very low nicotine content (VLNC) cigarettes decre…
After the smoke has cleared
The effects of the legislation change were favourable from a public health perspective. Areas for further investigation and possible regulation were identified such as SHS related pollution in semi-enclosed outdoor areas. The study adds to a growing body of literature documenting the positive impact of comprehensive smoke-free legislation. The scientific and public health case for introducing comprehensive smoke-free legislation that covers all i…
Cigarette fires and burns in a population of New Zealand smokers
The results indicate that cigarette-caused fires and burns are common among New Zealand smokers, are a source of inequality and therefore deserve greater attention from health advocates and policymakers

The study protocol for a randomized controlled trial of a family-centred tobacco control program about environmental tobacco smoke (ETS) to reduce respiratory illness in Indigenous infants
Interventions aimed at reducing exposure of Indigenous children to ETS have the potential for significant benefits for Indigenous communities. There is currently a dearth of evidence for the effect of tobacco control interventions to reduce children's exposure to ETS among Indigenous populations. This study will provide high-quality evidence of the efficacy of a family-centred tobacco control program on ETS to reduce respiratory illness. Outcomes…
Effect of an electronic nicotine delivery device (e cigarette) on desire to smoke and withdrawal, user preferences and nicotine delivery
The 16 mg Ruyan V8 ENDD alleviated desire to smoke after overnight abstinence, was well tolerated and had a pharmacokinetic profile more like the Nicorette inhalator than a tobacco cigarette. Evaluation of the ENDD for longer-term safety, potential for long-term use and efficacy as a cessation aid is needed. Study protocol for a randomised trial of nicotine-free cigarettes as an adjunct to usual NRT-based cessation practice, in people who wish to stop smoking
Smoking prevalence in New Zealand has changed little in recent years (particularly in Māori, the indigenous people of New Zealand) and additional options for smokers who want to quit are needed. Although a variety of methods are available to help, many are expensive, have side effects, and despite their use most quit attempts still fail. This trial will test the balance of benefits and risks of a new strategy for people to overcome nicotine depen…
Electronic nicotine delivery systems
Electronic nicotine delivery systems (ENDS, also called electronic cigarettes or e-cigarettes) are marketed to deliver nicotine and sometimes other substances by inhalation. Some tobacco smokers report that they used ENDS as a smoking cessation aid. Whether sold as tobacco products or drug delivery devices, these products need to be regulated, and thus far, across countries and states, there has been a wide range of regulatory responses ranging f…
