Applying the Wicked Problem Framework to Athlete Maltreatment
체육 현장에서 발생하는 선수 학대 문제는 정부 조직, 이해관계자, 일반 대중의 상당한 관심을 지속적으로 받아 왔다. 여러 국가에서 다양한 연구와 정책적 대응이 제시되어 왔음에도 불구하고, 이 문제는 본질적인 복잡성으로 인해 여전히 효과적으로 해결되지 못한 채 남아 있다. 정책 분석에서 널리 활용되는 난제개념에 근거하여, 이 연구는 선수 학대를 다음과 같은 세 가지 차원에서 난제로 규정한다. 첫째, 학대에 대한 개념과 범위를 명확히 정의하는 데 따르는 어려움이다. 둘째, 학대의 원인이 다수의 제도적 요인과 상호 연관되어 있어 이를 단선적으로 규명하기 어렵다. 셋째, 학대 문제에 대응하기 위한 제도적 해결책은 본질적으로 불완전하며, 그 과정에서 새로운 문제나 의도하지 않은 결과를 야기할 가능성이 크다. 궁극적으로 학대와 체육 시스템의 유지 및 정당화 과정 간의 복잡한 상호작용을 고려할 때, 이 논문…
A new institutionalism approach to the military service exemption system for national athletes
이 연구는 체육요원 병역특례제도를 신제도주의(합리적 선택, 역사적, 사회학적 제도주의)에서 제시하는 제도적 제약방식인 규칙, 관행, 서사라는 개념 도구를 활용하여 분석하는데 목적이 있다. 이 분석 틀에 따르면, 행위자는 공식적인 ‘규칙’에 의해 행동이 제약되고, 비공식적인 ‘관행’을 통해 사회화되며, 제도에 대한 지속 혹은 변화를 둘러싼 사회적 정당성은 특정한 ‘서사’를 통해 구성된다. 이 이론적 틀을 바탕으로 체육요원 병역특례제도의 구조, 지속성, 변화 저항 요인을 통합적으로 분석하였다. 연구 결과는 다음과 같다. 첫째, 대중문화예술인의 특례 논의를 계기로 이 제도에 대한 형평성과 공정성 문제가 제기되었으나, 기존 전문체육 시스템 내의 핵심 제도들과 긴밀한 결합을 통해 이 제도는 오히려 제도적 정합성을 유지하며 강화되고 있다. 둘째, 한국 사회의 능력주의적 관행과 ‘1등’을 최고의 가치로 여기…
