Evaluating select factors and mechanisms influencing meat consumption in Baltimore City
Reducing meat consumption has been identified as an effective strategy for protecting human and planetary health. Policies and programs to reduce meat consumption have produced inconsistent results given the complexities of human behavior and food consumption. In this study, we used a systems approach to develop an agent-based model (ABM), explored key factors and mechanisms influencing meat consumption, and tested potential scenarios to reduce m…
Unintended consequences of public-facing counter-terrorism training and vigilance campaigns on minority groups
Speeding up or reaching out
The Welsh Assembly, a devolved legislature in the UK, and its executive the Welsh Government, have a distinctly intensive commitment to equality – emphasising universality with weighty obligations on public services. This article uses the ‘discourse-historical approach’ (DHA) to critically review an eleven-year social service reform strategy (produced in 2007), and to weigh up its emphasis on fiscal efficiency and universal equality. We refer to …

Can transnational exchange in EU projects really lead to change? A differentiated analysis from an action research perspective
Over the last decades, a phase of experimental social policy has emerged in the EU in the wake of various generations of funding programmes and projects that actively encouraged transnational exchange and mutual learning. Underlying these programmes are a number of assumptions: that transnational exchange will lead to individual learning, that individual learning will lead to organisational learning and that the result of organisational learning …
Choice and Information in the Public Sector
Successive governments have encouraged the view of users of public services as consumers, choosing between different providers on the basis of information about the quality of service. As part of this approach, prospective students are expected to make their decisions about which universities to apply to with reference to the consumer evaluations provided by the National Student Survey. However, a case study of a post-1992 university showed that …
Barriers and Contradictions in the Resettlement of Single Homeless People
Research in one local authority area suggests that a number of social policy difficulties and contradictions need to be resolved if single homeless people are to be resettled effectively. In particular, there are competing pressures on social housing providers, who are expected to meet the needs of socially excluded individuals while also creating sustainable communities and operating in a cost efficient manner. The government needs to clarify th…
Family Homelessness
Maintaining tenancies
A change to the homelessness legislation means that more local authorities will need to secure accommodation for 16 and 17 year olds. Research conducted in Newcastle‐upon‐Tyne identified a number of factors that affected whether people in this age group conducted successful tenancies. Young women were particularly likely to fail if they were over‐confident, and the services that they benefited most from were advice about their tenancy conditions …
The housing and support needs of teenage mothers
The Government has expressed a wish to see more supported accommodation made available to teenage parents, and has identified a number of possible models that might be employed. However, focus group discussions with young parents indicated a strong preference for self‐contained accommodation and a number of concerns associated with shared forms of housing. It was particularly important to the young people to be housed close to sources of informal…
Explanations of, and responses to, youth homelessness in local authority housing departments
This article examines the relationship between beliefs about youth homelessness and the steps being taken by local authorities to tackle the problem, based on interviews with officers responsible for dealing with youth homelessness in north‐eastern local authorities. Officers blamed young people's homelessness on a wide range of factors, but the action they thought appropriate to tackle the problem tended to focus on making more accommodation ava…
The Provision of Furnished Accommodation by Local Authorities
Providing furnished accommodation is one of the means by which local authorities can provide a benefit to their residents in response to the government's attempts to limit social security expenditure. The provision of furniture can also be used to increase lettings in hard to let areas and to reduce the turnover of property. This paper describes the spread of furnished lettings among different authorities and considers in detail the introduction …
