Police Unions and the Police Role
We studied the relationship of police unions to several dimensions of the police role while controlling for characteristics of the department, its external environment, duty assignments, and the demographic characteristics of police officers. This paper reviews three cases illustrating how police roles are shaped by the interactions of variably powerful actors in ramified local networks. It focuses attention on the influence of the rank-and-file and police unions on the outcomes of these interactions, and on related tendencies to professionalize and bureaucratize the police; and it posits as a result of these interactions both a normative emphasis in police circles on law enforcement …

As agents of the state, the police work in dynamic, normatively ambiguous, and conflict‐laden political environments. In these settings, various local partisan interests try to influence the police organization. As a result, technological, socio‐cultural, and political forces may produce anomalous administrative decisions in police agencies. The Impact of Alternative Impasse Procedures on Bargaining
This laboratory experiment compares the effects of two variations of conventional arbitration, two variations of final-offer arbitration, and a no-intervention or strike condition across two sets of negotiations. The results of the experiment suggest that the strike condition is more effective than arbitration in producing voluntary agreements, and that final-offer arbitration is more effective than conventional arbitration in encouraging the par…
