This paper argues that Washington should bilaterally negotiate a treaty with Moscow to gradually remove all Soviet and American forces from Germany. The establishment of a bilaterally negotiated security regime in Germany would pose more of a constraint to future Soviet behavior than would an informal and ill‐defined evolution of the policies of the two superpowers in Europe.
