The Credit Rating Agencies and Their Contribution to the Financial Crisis
The credit rating agencies that dominated the ratings of mortgage‐backed securities were Moody's and Standard & Poor's. The two agencies rated some 4.3 trillion dollars of bonds as triple AAA, yet within a period of 18 months these same rating agencies downgraded these bonds to below investment grade. This paper seeks to show that the ratings agencies business model, the issuer pays approach, led to major conflicts of interest with both the ratin…
Explanations of the Financial Meltdown and the Present Recession
The concern of this article is to locate the unfolding literature that seeks to explain the present financial crisis into three dimensions of contestability. The major areas of disagreements between various authors include: the role of government; the issues of whether the recession was unavoidable or whether it was inevitable; and the area of ideas and ideals and how economic ideas shaped and influenced the policy process. These explanations inc…

This paper deals with the specific question how the Brown/Blair governments performed on public expenditures when compared to the records of UK Labour governments since 1945. Did the public expenditure record of the 1997 represent a departure from that of previous Labour government…
The Politics of Public Expenditure in Malta
This study offers an ‘insider’ perspective on the politics of public expenditure in Malta between 1996 and 2001 focusing on a five year period which, in a number of ways, represented a major watershed in the history of Malta's politics. Two elections led to changes of government and to the adoption of two radically different styles of public expenditure management. A short period of Labour Party Government, distinguished by comparatively tight pu…

Ideas from sociology, criminology, political science and development studies are incorporated into the contributors…
The politics of public expenditure from Thatcher to Blair
English The central concerns of this study are twofold: first, to analyse the nature of the politics of public expenditure under both the Thatcher and Blair governments and to ask whether changes in government did make a difference. Second, to deal with the more general question on whether major differences exist between the Conservative and Labour governments in prioritising public expenditure programmes since 1948. The results confirm differenc…
