Conflicting demands and emotional labour
This article combines insights from the sociology of emotional labour with works on conflicting demands facing employees to analyse how frontline staff conduct emotional labour in contexts marked by multifaceted demands facing them. The article draws on insights from the literature on street‐level bureaucracy to analyze how public officials experience and deal with challenges arising from hybrid governance. Empirically, we focus on managerial staff and front‐line workers employed in Danish employment service delivery organizations, respectively. The further involvement of citizens in the processing of their own cases is attracting attention as a possible strategy for improving the quality of employment services across national borders. The programme requires social assistance recipients to perform manual labour for their benefits at municipal work sites. The present study introduces the concept of forms of hybridity as a tool to analyse welfare claimants’ composite experiences with public employment services. The article investigates how ordinary citizens establish the worth of unemployed persons when discussing politics. It analyses data from two deliberative forums held in Copenhagen, Denmark and Birmingham, UK at which citizens discussed welfare policies. This article explores the normative languages used by ordinary citizens to measure ongoing welfare state transformations in Denmark.
