Public organizations operate as open systems in settings that can be a source of difficulties for managers and for program performance. Our article outlines a number of ways that theories of public management can contribute to the work of public policy scholars. We first outline some of the ways in which public managers have been incorporated into previous work on public policy, and the limitations faced by previous treatments. Race, Structure, and State Governments
This paper examines the politics of higher education diversity for both African Americans and Latinos, by investigating how the structure of the bureaucracy affects the relationship between descriptive and substantive representation. The key theoretical determinants of minority college enrollments are legislative representation, bureaucratic structure, university-level policies, and restrictions on affirmative action. The Effect of Race‐Based Admissions in Public Universities
In the debates over the 2003 U.S. Supreme Court decisions regarding race‐based university admissions, speculation has focused on how affirmative action affects minority undergraduate enrollments. This paper uses a rational choice framework to test the conventional wisdom about the effect of race‐based admissions, focusing on the landmark Hopwood judicial decision and California’s Proposition 209. Empirical studies of public employee turnover, particularly using turnover as an independent variable, are rare; and most of the literature assumes turnover to have a negative impact on organizations.
