Building Inequality or Inclusion? Demographic Diversity and Housing Affordability in Florida’s Planned Communities
Building planned communities on greenfield sites has long been a primary strategy for mass-producing housing in cities and nations worldwide. In the United States, however, these planned communities have also been sites of residential discrimination and segregation. This article analyzes planned communities proposed and built between 1975 and 2015 in Florida to understand their demographic composition and housing affordability. Most notably, our …
The law of diminishing returns in climate policy
This study investigates the conditional effects of fossil fuel-related taxes on CO2 emissions across 38 OECD countries from 2008 to 2022 by the moderating roles of GDP per capita and energy-related green innovation, specifically testing the hypothesis of diminishing returns in OECD fixed panel analysis. After validating the environmental Kuznets curve, it reveals that the mitigation effect of fossil fuel taxes exhibits diminishing marginal return…
Power and Politics in Redevelopment Resource Distribution
Understanding who wields power in local resource distribution is important because it can explain what types of policies are prioritized and who benefits from these policy choices. We analyze the decision-making processes of community redevelopment agencies (CRAs), which are special purpose districts created by local governments for economic and community development. We explore who sets their investment agenda, what factors explain their influen…
Upzoning and gentrification
In light of the calls to relax restrictive density regulations, this paper examines how increasing residential development capacity, i.e. upzoning, may change the demographic, socio-economic and housing characteristics of the affected neighbourhoods. We examine the neighbourhood-level upzonings of New York City to answer this question. We find that upzoning is positively associated with signs of gentrification – upzoned neighbourhoods became whit…
Bring Zoning Back Into the Planning Curricula
The Case for Mass Upzoning
Murray and Gordon argue against mass upzonings that are unaccompanied by value capture tools based on the grounds that (a) cities are giving away valuable public air rights to private property owners when undertaking mass upzoning and thus (b) cities should employ value-capture policies to avoid complete privatization of public air rights. I first add a cautionary note that development of value capture strategies must be grounded in country-speci…

Infrastructure investments and land value capture
Large-scale infrastructure investments create opportunities for land value capture. Nevertheless, scholars have cautioned that the calculative practices undergirding value capture tools produce neither objective nor absolute outputs. This problem is exacerbated at the frontiers of urban expansion where land markets are disrupted by public intervention. This paper analyses the case of Citrus County, Florida to examine the feasibility of land value…
Can U.S. planned communities become diverse? The case of industry-leading master-planned communities in five metro areas
The history of master-planned community (MPC) development is inseparable from the history of race- and class-based discrimination and segregation in the United States. This paper investigates the place of exclusion and inclusion in planned community development practice. We undertook qualitative and quantitative analyses of the MPC development practice from the 1990s to the present. Through archival analysis and interviews, we demonstrate that, b…

How do tax-based revitalisation policies affect urban property development? Evidence from Bronzeville, Chicago
Fiscal incentives are frequently used to stimulate property development in distressed communities but the efficacy and impacts of this approach have been contested. In this study, a theory of real estate production was utilised to evaluate the Opportunity Zones (OZ) policy in the USA. Qualitative data collected from interviews and fieldwork are analysed to understand how the property development scene of a predominantly African-American neighbour…
Negotiation or Schedule-Based
Problem, research strategy, and findings: Local governments can secure valuable public benefits from private real estate development through negotiations or schedule-based exaction programs. Nevertheless, few studies have empirically examined their relative strengths and weaknesses. In this study I compare the experiences of two major U.S. cities, Boston (MA)—where exactions are heavily negotiated—and Seattle (WA)—where public benefits are secure…
Real Estate Development and Economic Development Planning Education
Development planning agencies seek professionals who understand the real estate process, which has led to an interest in real estate development courses within planning programs; however, educators are skeptical of conflating the two because real estate development is often at odds with the economic development field’s focus on social equity. How should economic development planning educators approach real estate? This article extends the discuss…
