Creating the executive budget process
The recent centennial of the 1921 Budget and Accounting Act presents an opportunity to reconsider the importance of the federal executive budget to American political development. Of particular interest is the apparent shift in political authority from Congress to the president that is sometimes attributed to the Act. The 1921 Act generally marks the rise of the modern presidency, where the president received a durable grant of authority. We exam…
An historical analysis of the use of debt-related derivatives by state governments in the context of the great recession
Debt-related financial derivative usage by state and local governments became a very salient topic over the last few years in light of the Great Recession and its impacts on the efficacy of these financial instruments. However, there has been a dearth of systematic research on the types and kinds of derivatives state and local governments have actually employed in recent years. While anecdotes of financial derivative usage has grabbed the headlin…
The Liquidity Crisis
This article surveys developments in the municipal debt market for their practical and conceptual implications for public financial managers and scholars. It provides an overview of the market crisis of 2007–9, focusing on what fiscal stress reveals about debt costs, the incidence of risk, and management methods. The first part focuses on the systemic factors—highly leveraged subprime mortgage instruments and collateralized debt obligations—that …
How and when do structural deficits reveal themselves? The case of Indiana
Do state governments have the ability to predict the onset, duration, and depth of structural fiscal crisis? The State of Indiana had a particularly difficult time recovering from the recession that began in April 2001. Painful expenditure restraint and substantive revenue increases were necessary simply to "break even" from 2002 through 2006. Could early warning signs have permitted more timely actions to avert the subsequent pain? Using monthly…
Kuchma as Economic Reformer
Kuchma’s economic successes occurred whenever he was able and willing to support bright young reformers in their efforts to solve Ukraine’s most pressing problems
Ukraine’s 1994 elections as an economic event
This article explores the political, economic, and social forces underlying the east/west cleavage in the 1994 Ukrainian presidential and parliamentary elections. We demonstrate that economic factors—notably, variations in regional economic strength and changes in employment in the period preceding the elections—are stronger predictors of country-wide voting behavior and candidate support than ethnic and linguistic factors. The exceptions are the…
Designing Effective Performance-Measurement Systems under the Government Performance and Results Act of 1993
Performance measurement has been the object of increasing interest since the late 1980s. The need for systematic performance measurement in governmental organizations is well documented in the literature (Brown and Pyers, 1988; ASPA, 1992; Wholey and Hatry, 1992; Behn, 1992). Development of performance indicators has received emphasis within the reinventing government movement, especially in the application of total quality management to the publ…
