Spatial and Temporal Patterns of Commercial Burglaries
The factors that are crucial in predicting burglary of commercial establishments are evaluated. Burglars are rational in their choice of target, in that they consider both the revenue generated by the burglary and the chances of being apprehended. Location of the target plays a major role; establishments located within three blocks of heavily travelled thoroughfares are less vulnerable to burglary than those located further away. The alarm industry has been estimated at 8-11 billion dollars in 1993. There are approximately 17 million alarms installed nationwide. The annual growth of installations has been 8 percent over the last five years. At the same time, the number of false activations per system is 1.1 to 1.4 per year, with 20 to 30 percent of police manpower devoted to false activations. 94-98 percent of all activations are false. A hypothesis has been analyzed that criminals learn by doing, that with experience criminals increase their activity so that with level outlays on police the incidence of crime may be increasing. This hypothesis is tested by statistical analysis of time series cross sectional data on crime levels, police outlays and various socioeconomic variables.
