  • Governing AI at the international and supranational level

Maria Michalis, Krisztina Rozgonyi•ARTICLE•Journal of Digital Media & Policy•2026

Despite the lack of consensus on the definition of artificial intelligence (AI), significant efforts have been made in the past decade to establish governance frameworks addressing AI’s broad economic and societal implications. Adopting a governance perspective and based on extensive documentary and legal policy analysis, this article has two main objectives. First, it analyses emerging international and supranational AI governance frameworks, wi…

  • Why advocate for public service media? Perspectives from organizations for media development

Open Access•Minna Aslama Horowitz, Alessandro D’arma et al.•ARTICLE•Interactions Studies in…•2020

In this commentary, we discuss how five prominent media development organizations (BBC Media Action, Council of Europe, DWA, PMA and UNESCO) define public service broadcasting (PSB)/public service media (PSM) and how they envisage its role and functions in their recent projects and reports. In view of the increasing challenges of the current media landscape, international donors are looking at models to provide a path to independent media and jou…

  • Public service media in the late 2010s

  • Radio spectrum battles

    Maria Michalis•ARTICLE•International Journal of Digital…•2016•Citada por: 1•Referências: 3

A principal incentive behind the move to digital television has been the release of radio spectrum in the attractive Ultra-High Frequency (UHF) band, which can be used for other, notably wireless, services. This so-called digital dividend and related spectrum battles have heightened in recent years as evidenced by the negotiations in the World Radiocommunication Conferences (WRCs). Frequencies are a core input to many industries and thus radio sp…

  • Infrastructure as a content issue and the convergence between television and broadband Internet

    Maria Michalis•ARTICLE•International Journal of Digital…•2014

Most communication policy debates and academic research focus on either ‘in front of’ or ‘behind’ the screen developments. The article argues that this dichotomy between ‘content’ and ‘transmission’ is false and considers how developments ‘behind’ and ‘inside’ the screen influence ‘in front of’ the screen aspects and, in turn, the user experience. It examines the growing complexity of the value chain of video distribution in the Internet age, exp…

  • Assessing the British Public Value Test

    Maria Michalis•ARTICLE•International Journal of Media…•2012•Citada por: 1

This article provides a critical assessment of the practical implementation of the Public Value Test (PVT) in Britain, the first European country to introduce it in 2007. Britain therefore has substantial experience with this regulatory tool from which other countries could benefit. The intention of the PVT has been to allow the BBC to assume new media activities only if their public value outweighs their potential adverse market impact. The arti…

  • Balancing public and private interests in online media

    Open Access•Maria Michalis•ARTICLE•Media Culture & Society•2012•Citada por: 1•Referências: 17

This article examines BBC Digital Curriculum, the BBC’s online learning service, from its conception in 1999 to its termination in 2008. Although it is a case study, the article has broader relevance for public service media. First, drawing on (media) policy-making literature, it presents a complex web of private, public and political interests refuting claims that commercial opposition alone closed down BBC Curriculum. Second, it questions the s…

  • Restructuring regulation

Jill Hills, Maria Michalis•ARTICLE•Review of International Political…•2000•Citada por: 3•Referências: 14

This article looks at the European Union (EU) policy of technological 'convergence', concentrating on the convergence of telecommunications and broadcasting. The underlying theme is that regulatory agencies are political actors and their actions need to be analysed in the context of who benefits from the policy outcome. In addition, regulatory regimes are themselves variables in bureaucratic/institutional turf wars and in the political process. T…

  • The Internet

    Open Access•Jill Hills, Maria Michalis•ARTICLE•Gazette (Leiden Netherlands•2000•Citada por: 5

This article attempts to fill the gap in our understanding of the strategies that public service broadcasters are utilizing in relation to the Internet. It starts therefore from a discussion of corporate strategy and of branding. There then follows a survey of public service websites, their interactivity and content. It shows that the websites of public service broadcasters vary considerably. The article concludes that, by introducing a new set o…

  • European Union Broadcasting and Telecoms

    Open Access•Maria Michalis•ARTICLE•European Journal of Communication•1999•Citada por: 2•Referências: 9

After placing the development of EU broadcasting and telecommunications policy into its historical context, the article argues that the EU, having traditionally found it difficult to develop a regulatory regime concerning content and culture, has primarily utilized telecommunications regulation in regard to broadcasting. This framework is a necessary but insufficient base for the regulation of convergent technologies

  • Technological convergence

    Jill Hills, Maria Michalis•ARTICLE•Policy Studies•1997•Referências: 2

This article reviews British regulatory frameworks and market structure in the analogue television and telecommunications sectors, now converging in the technology of digital TV. In particular it points to the de facto monopoly of access to satellite analogue broadcasting by BSkyB and the impact that market structure has had on the negotiations for a new regulatory regime for digital television. It discusses the problems arising from the overlap …

  • Whither Greek Telecommunications Policy

    Open Access•Maria Michalis, Maria C Michalis•ARTICLE•European Journal of Communication•1994•Citada por: 1•Referências: 7

To date, Greece has faced considerable difficulties in coming up to the demands of the new telecommunications era of liberalization and less governmental interference. This article examines the historical evolution of the policy and argues that it is the political, economic and social characteristics of Greece that affect decisively all attempts to adapt in the radically transformed telecommunications environment. As a result, both the EU's telec…
