Sodium in Canadian processed foods between 2010 and 2020
Objectives: To assess changes in (1) Na content of processed foods in the Canadian food supply and (2) the proportion of products meeting Health Canada’s voluntary Na reduction targets (SRT) between 2010 and 2020. Design: This repeated, cross-sectional study used foods from the 2010 ( n 6929), 2013 ( n 9366), 2017 ( n 10 324) and 2020 ( n 15 797) collections of the University of Toronto’s Food Label Information and Price database, categorised int…
Alignment of menu items offered in Canadian long-term care homes with Canada’s food guide and the Diabetes Canada Clinical Practice Guidelines
While about one-half of LTC menu items align with CFG and DCCP, opportunities remain to enhance their nutritional quality. Developing a translational tool based on nutrient profile models could simplify the application of food-based dietary guidelines, supporting more effective and aligned LTC menu planning
The potential health impact and healthcare cost savings of different sodium reduction strategies in Canada
Reducing population-level sodium intakes is feasible and has the potential to improve health outcomes and save healthcare costs in Canada. From interventions tested, most health and healthcare costs gains were attributed to fully meeting sodium reduction targets, which highlights the importance of changing the voluntary nature of these targets to mandatory. A combination of strategies, mandatory sodium reduction targets and implementation of the …
The healthfulness of major food brands according to Health Canada’s nutrient profile model for proposed restrictions on food marketing to children
Objective: To examine the proportion of products offered by leading food brands in Canada that are ‘unhealthy’ according to Health Canada’s (HC) nutrient profile model for proposed restrictions on food marketing to children (M2K-NPM). Design: Nutritional information for products offered by top brands was sourced from the University of Toronto FLIP and Menu-FLIP 2020 databases, respectively. HC’s M2K-NPM, which includes thresholds for Na, total su…
Policy gap
Objective: Canadian front-of-package (FOP) labelling regulations aim to improve dietary patterns by identifying foods high in sodium, sugars and/or saturated fat with a ‘high in’ FOP nutrition symbol. However, child-appealing marketing on product packaging may undermine these efforts. Therefore, this study (1) compared the prevalence of FOP symbols between products with child-appealing and non-child appealing packaging in the Canadian food supply…
From policy to plate
Canada’s newly released National School Food Policy (NSFP) and its associated federal funding commitments mark significant progress toward a more coordinated school food system in Canada. However, significant gaps remain that could undermine the policy’s effectiveness and longevity. Current bilateral agreements between federal and provincial/territorial governments highlight disparities in per-student funding, raising concerns about whether the a…

Evaluating the application of front-of-package labelling regulations to menu labelling in the Canadian restaurant sector using menu food label information and price (Menu-FLIP) 2020 data
Objective: To evaluate the application of front-of-package (FOP) labelling regulations to menu labelling in the Canadian restaurant sector by assessing the proportion of menu items that would be required to display the ‘high-in’ FOP symbol if the policy were extended to the restaurant sector. Design: Nutrition information of 18 760 menu items was collected from 141 chain restaurants in Canada. Menu items were evaluated using the mandatory FOP lab…
Comparing Canada’s 2018 proposed and 2022 final front-of-pack labelling regulations using generic food composition data and a nationally representative dietary intake survey
Objective: The objective of the study was to compare the potential dietary impact of proposed and final front-of-pack labelling (FOPL) regulations (published in Canada Gazette I (CG1) and Canada Gazette II (CG2) , respectively) by examining the difference in the prevalence of foods that would require a ‘High in’ front-of-pack nutrition symbol and nutrient intakes from those foods consumed by Canadian adults. Design: Foods in a generic food compos…
Examining the role of industry lobbying on Canadian front-of-pack labelling regulations
Health Canada recently issued a Marketing Authorization to expand the eligibility of the dairy-related exemption for Canadian front-of-pack labelling (FOPL) regulations. The 2024 Marketing Authorization exempts dairy-related products that are a 'source of calcium,' rather than only 'high in' calcium as previously regulated, from displaying a 'High in' front-of-pack nutrition symbol, regardless of their saturated fat and sodium levels. The Marketi…
Examining the diet quality of Canadian adults and the alignment of Canadian front-of-pack labelling regulations with other front-of-pack labelling systems and dietary guidelines
Introduction Canada promulgated mandatory front-of-pack labelling (FOPL) regulations in 2022, requiring pre-packaged foods meeting and/or exceeding recommended thresholds for nutrients-of-concern (i.e., saturated fat, sodium, sugars) to display a “high-in” nutrition symbol. However, there is limited evidence on how Canadian FOPL (CAN-FOPL) regulations compare to other FOPL systems and dietary guidelines. Therefore, the objectives of the study wer…
Qualitative analysis of front-of package labeling policy interactions between stakeholders and Health Canada
Background: Front-of-package labelling regulations proposed by Health Canada in their Healthy Eating Strategy (2016) were finally passed in 2022, but remain unimplemented. This study analyzed interactions that occurred between stakeholders and government related to this policy proposal to identify key themes and policy implications. Methods: A qualitative framework analysis was conducted on publicly available documents for stakeholder corresponde…
Differences in child and adolescent exposure to unhealthy food and beverage advertising on television in a self-regulatory environment
Children and adolescents were heavily exposed to food advertisements on television in 2019. Despite current self-regulatory policies, children's exposure to unhealthy food and beverages remains high. Differences in exposure to food advertisements by food category and healthfulness may suggest that adolescents are being disproportionately targeted by food companies as a result of self-regulatory marketing restrictions
Adherence to a priori dietary patterns in relation to obesity
Objective: To test whether adherence to the Mediterranean diet, the Dietary Approaches to Stop Hypertension (DASH) or a dietary pattern in-line with the 2015–2020 Dietary Guidelines for Americans (DGA) was associated with obesity. Design: 24-h dietary recall data from the Canadian Community Health Survey (CCHS)-Nutrition, 2004 and 2015 cycles, were analysed. Diet quality index scores were computed for the Mediterranean-Style Dietary Pattern Score…
Lobbying and nutrition policy in Canada
BACKGROUND: The political activities of industry stakeholders must be understood to safeguard the development and implementation of effective public health policies. METHODS: A quantitative descriptive study was performed using data from Canada's Registry of Lobbyists to examine the frequency and governmental target of lobbying that occurred between various types of stakeholders (i.e., industry versus non-industry) and designated public office ho…
Food and beverage advertising expenditures in Canada in 2016 and 2019 across media
Despite a slight drop in national food and beverage advertising spending between 2016 and 2019, examined expenditures remain high, and most products or brands being advertised are unhealthy. Expenditures across all media should continue to be monitored to assess Canada's nutrition environment and track changes in food advertising over time
Evaluating the potential implications of canadian front-of-pack labelling regulations in generic and branded food composition databases
While the generic database, containing both packaged and unpackaged foods, revealed a low prevalence of foods that would display a FOP symbol, the branded database showed that the proposed FOP labelling regulations would identify over 60% of packaged foods with excess contents of nutrients-of-concern. Considering the high prevalence of packaged foods in Canada that would meet or exceed the thresholds of nutrients-of-concern, the proposed FOP labe…

Food products qualifying for and carrying front-of-pack symbols
FOP systems as they are currently applied are not, in most instances, a useful guide to identifying healthier food products in the supermarket as many more products qualify for these systems than the number of products actually displaying these symbols on FOP, and the level of agreement between qualifying and carrying products is poor to moderate. The adoption of a single, standardized FOP system would assure consumers that all products meeting c…
