Export policy cooperation in a pandemic
We develop a model in which vaccine‐producing firms from different developed countries supply vaccines to the developing world during a pandemic. Exporting countries experience a negative externality from incomplete global vaccination, which they try to mitigate by exporting vaccines to developing countries. A cooperative export policy is compared to the alternative regimes of non‐cooperation and non‐intervention. When the negative externality is…
Employment Protection, Flexibility and Firms' Strategic Location Decisions under Uncertainty
We construct a model in which oligopolistic firms decide between locating in a country where employment protection implies costly output adjustments and in one without employment protection. Using a two‐period three‐stage game with uncertainty, we demonstrate that location is influenced by both flexibility and strategic concerns. The strategic effects under Cournot work towards domestic anchorage in the country with employment protection, while t…
Strategic Trade and Industrial Policy Towards Dynamic Oligopolies
We characterize optimal trade and industrial policy in dynamic oligopolistic markets. If governments can commit to future policies, optimal first-period intervention should diverge from the profit-shifting benchmark to an extent which exactly offsets the strategic behaviour implied by Fudenberg and Tirole's "fat cats and top dogs" taxonomy of business strategies. Without government commitment, there is an additional basis for intervention, whose …
Unionisation and Foreign Direct Investment
This paper investigates the effects of different degrees of wage setting centralisation on the \nincentive of a MNE to locate in a host country, and on the host country's welfare. Decentralised \nand centralised wage bargaining are considered. The nature of product market competition \nbetween the MNE and domestic ®rms proves crucial to results which cast doubt on some of the \nconventional wisdom on FDI. In particular, we show that: (i) it is no…
