Crisis and Citizens’ Trust in the European Central Bank — Panel Data Evidence for the Euro Area, 1999–2012
Throughout the crisis, citizens’ trust in the European Central Bank has significantly declined throughout the Euro Area (EA-12). Although a decline in the core countries of the EA-12 has been distinct, a more pronounced decline has been taking place in the peripheral countries of the EA-12. Taking panel data and using a fixed effects DFGLS estimation for an EA-12 country sample over the time period 1999–2012 with a total of 305 observations, this…
European Deposit Insurance and Resolution in the Banking Union
Since the European Council of June 2012, ‘banking union’ is a key item for the EU's policy agenda. This contribution outlines the state of the policy debate – identifying the elements that are missing but important from a theoretical viewpoint. Concrete proposals are made as to how the missing elements could be added in the form of a new European Deposit Insurance and Resolution Authority, which would work alongside the ‘single supervisory mechan…
The Misdiagnosed Debt Crisis
A few nations' public debt problems have become a systemic, area-wide financial crisis because of the fragility of the European banking system
On the Stability of Public Debt in a Monetary Union
The Dogs That Didn't Bark
The common action was hailed as a success for ‘Europe.’ In reality ... the EU's response to the crisis illustrates the limitations of trying to manage a monetary union without a fiscal union
The Global Financial Crisis
The massive financial instability of 2007–08 was, in the main, the result of lax monetary policy. Regulation compounded this error by allowing and encouraging excessive leverage and maturity transformation by banks. Innovation did contribute to reckless credit expansion and investments, but without lax money and excessive leverage, reckless bets on asset price increases would not have been possible. Therefore, a repeat of this instability could b…
Monetary Policy in Emu With Asymmetric Transmission and Non‐tradable Goods
Which policy objective should a central bank pursue in a monetary union with asymmetric monetary transmission and different rates of inflation? Should it base its decisions on the EU‐wide average of inflation and growth or should it instead focus on (appropriately weighted) national utility losses based on national rates of inflation and growth? We find that a policy which minimises the sum of national utility losses leads to higher average utili…
Asymmetries in Transatlantic Monetary Policy-making
The belief that the European Central Bank (ECB) follows the US Federal Reserve (the Fed) in setting its policy is so entrenched with market participants and commentators that the search for empirical support would seem to be a trivial task. However, this is not the case. We find that the ECB is indeed often influenced by the Fed, but the reverse is true at least as often if one considers longer sample periods. There is empirically little support …
On the cost of re-establishing Yugoslavia
A new state has recently been (re-)created: the ‘Union of Serbia and Montenegro’. Does this creation make economic sense? This article looks at one key aspect of this issue and presents some first estimates of the economic impact on Montenegro of unifying its tariffs with those of Serbia. The main result is that if the common state were to adopt tariff rates anything close to the present Serbian levels the welfare costs would be considerable, in …
Profiting from the Euro? Seigniorage Gains from Euro Area Accession
This article puts forward a methodology to assess the fiscal implications for the new EU members from central and eastern Europe (CEECs) of joining the euro area. An application of this methodology under a specific set of conditions shows that the rules of the ECB on the distribution of seigniorage favour poorer countries so that one would expect the new member countries to benefit from participating in the distribution of the profits of the ECB.…
The Cost of Financial Market Variability in the Southern Cone
Fiscal and Monetary Policy for a Low-Speed Europe
Health not Wealth
Economic health not wealth should be the decisive criterion when considering the prospects of the Central and East European (CEE) candidates for EU membership and the capacity of the EU to enlarge. Viewed this way the outlook is promising. The CEE countries are still very poor, compared to most of the existing EU members, but they are also much more dynamic. Growth rates are generally expected to remain around 4-5 per cent in CEE for the foreseea…
Positive political economy
This book investigates how observed differences in institutions affect political and economic outcomes in various social, economic, and political systems. It also examines how the institutions themselves change and develop in response to individual and collective beliefs, preferences, and strategies. This volume tackles both monetary and real topics in an integrated way, and represents the first coherent empirical investigation of positive models…

Seigniorage and EMU
Disinflation, especially if coupled with financial market liberalization, has implications for public finances because it lowers the revenue from seigniorage. There might thus be a trade‐off between the criteria on inflation convergence and public finances that were set at Maastricht. This article measures the effects of lower inflation and financial market integration on the revenue from seigniorage for the EU Member States that have in the past…

Paradigms for the Monetary Union of Europe
The notion of a European Monetary Union can be interpreted in different ways. To most non‐economists it probably implies a single European currency and a European central bank. To economists, however, a monetary union implies only (in the words of the 1970 Werner Plan): ‘the irrevocable fixing of parities and the total liberalization of capital movements’. To others still a monetary union might be reached if there is a widely used European parall…

George Grosz
George Grosz is an artist who has radically affected the way we perceive things, even if he has not radically changed the social reality behind our perceptions. Just as, after Daumier, the urban poor may seem to come into sharper focus; or, after Van Gogh, poplar trees may actually appear to radiate color; so too, after Grosz, the German middle class with its civil and military retainers has come to be visualized in a particular and striking way …
