  • Role of labor demand in the labor market effects of a pension reform

Open Access•Johannes Geyer, Peter Haan et al.•ARTICLE•Industrial Relations A Journal of…•2022

This paper shows that labor demand plays an important role in the labor market reactions to a pension reform in Germany. Employers with a high share of older worker inflow compared with their younger worker inflow, employers in sectors with few investments in research and development, and employers in sectors with a high share of collective bargaining agreements allow their employees to stay employed longer after the reform. These employers offer…

  • Welfare Effects of a Shift of Joint to Individual Taxation in the German Personal Income Tax

    André Decoster, Peter Haan•ARTICLE•FinanzArchiv•2014

We empirically derive the welfare effects of a shift from joint to individual taxation of married households in Germany. For the welfare evaluation we estimate the preference heterogeneity and use normative welfare concepts proposed by Fleurbaey (2006) to address the difficulties of comparison between and aggregation of heterogeneous agents. Our results suggest that the normative choice of the welfare metric can be crucial, in particular for the …

  • More or Better? A Model for Changes in Household Greenhouse Gas Emissions due to Higher Income

Open Access•Bastien Girod, Peter Haan et al.•ARTICLE•Journal of Industrial Ecology•2010

Households exert an important influence on total greenhouse gas (GHG) emissions. Therefore, their consumption behavior is of interest in evaluations of climate policy options and projections of future emission paths. While most evaluations of household consumption and its emissions are based on expenditure only, we use a household consumption model based on functional units (e.g., kg food, person kilometers, living square meters). The goal of thi…

  • Optimal Income Taxation of Lone Mothers

    Open Access•Richard Blundell, Mike Brewer et al.•ARTICLE•The Economic Journal•2009•Citada por: 7•Referências: 17

Optimal tax rules are used to evaluate the optimality of taxation for lone mothers in Germany and Britain. The theoretical model is combined with elasticities derived from the structural estimation of lone mothers' labour supply. For both countries we do not find that in-work credits with marginal tax rates are optimal. However we show that when the government has a low taste for redistribution, out-of-work transfers and transfer for the working …

  • Making Work Pay for the Elderly Unemployed --Evaluating Alternative Policy Reforms for Germany

    Peter Haan, Viktor Steiner•ARTICLE•FinanzArchiv•2008

We evaluate three policy reforms targeted at older unemployed people: (i) an hourly wage subsidy, (ii) an in-work credit, and (iii) an employment bonus in the form of subsidized social security contributions on low wages. The work-incentive, labor-supply, and welfare effects of these policy reforms are analyzed on the basis of a behavioral microsimulation model for Germany. We find that the simulated labor-supply effects of the three policy refor…
