  • Implementing climate change education in the United States

    Open Access•David E Long, Rachel S White et al.•ARTICLE•Policy Futures in Education•2026

The field of climate change education is growing, with most research efforts focused on what represents effective teaching while having little to say about the structural obstacles to enacting the curriculum. This essay examines what we know about climate change education implementation from a meso-level structural perspective, accounting for the levels of school organization and permission structures that must be in place to effectively enact cl…

  • Superintendents’ Beliefs About and Engagement in State Education Policy Making

    Open Access•Rachel S White•ARTICLE•Educational Policy•2026

This mixed methods research explores superintendents’ beliefs about and engagement in state education policymaking processes. Through interviews with 58 superintendents and a national survey of superintendents, I find that superintendents feel their voices have value in state policymaking spaces; however, actual policy engagement is relatively low. Three factors shape superintendents’ state policy engagement: (1) personal and professional capacit…

  • The Cost of Culturally Divisive Conflict on US K-12 Public Schools

Open Access•Juliet Rogers, Rachel White et al.•ARTICLE•Peabody Journal of Education•2026

This article examines the prevalence of culturally divisive conflict in U.S. public schools during the 2023–2024 school year as well as the costs that school districts incurred responding to such conflict. Our analysis of culturally divisive conflict centers on community-level attacks challenging: (1) teaching about issues of race and racism; (2) rights and protections for LGBTQ+ students; and (3) student access to a full range of books. These at…

  • Case for Closing Superintendent Gender Gap

    Open Access•Rachel S White, Lauren C McKenzie et al.•ARTICLE•Educational Researcher•2026•Referências: 6

This brief considers how closing the superintendent gender gap may contribute to the strengthening of early childhood education (ECE) leadership. Using data from a national survey of superintendents, we find that women are significantly more likely than men to prioritize prekindergarten (pre-K) initiatives, even after controlling for ECE background and training and district characteristics. These gender differences are amplified among leaders wit…

  • Conditions for continuity

    Luke C Miller, Rachel S White et al.•ARTICLE•Educational Review•2025

Education leaders and policymakers in many countries are concerned about high turnover among teachers and its consequences for students. Teacher working conditions (TWC) are critical influencers of teacher job satisfaction and retention. In this mixed methods study conducted in the United States, we categorise public schools in the state of Virginia into four TWC classes – Supportive, Structured, Unstructured and Unsupportive. Analysis of statewi…

  • Institutional Structures as Mediators for Diversifying State Education Policymaking Bodies

    Rachel S White, J Jerman et al.•ARTICLE•The Educational Forum•2024

Drawing on longitudinal data of state K–12 education policymaker demographics, we examine education policymaking body diversity over time, and across states and institutional structures. Though dominated by white businessmen, females and professional educators increased their presence at the education policymaking table. There was little movement in representation of policymakers of color. Institutional structures such as election type and profes…

  • Political battles in suburbia

    Open Access•Rachel S White, Michael P Evans et al.•ARTICLE•Phi Delta Kappan•2023

Media reports have shown suburban school officials being threatened and school board meetings erupting into chaos. Rachel S. White, Michael P. Evans, and Joel R. Malin examine whether these politically contentious experiences are occurring everywhere, or if there is something distinct about the contentiousness suburban superintendents face. Drawing on a national survey of superintendents, they asked: How do political experiences of rural, suburba…

  • Ceilings Made of Glass and Leaving En Masse? Examining Superintendent Gender Gaps and Turnover Over Time Across the United States

    Open Access•Rachel S White•ARTICLE•Educational Researcher•2023•Citada por: 7•Referências: 49

Given that a national superintendent dataset has never existed, claims about superintendent turnover and gender gaps have traditionally been based on conjecture or data from a single year and small sample of superintendents. Utilizing a new dataset of all K–12 public school district superintendents in the United States across four school years, this study explores how the superintendent gender gap and turnover have changed over time and across st…

  • Student Experience Outcomes in Racially Integrated Schools

Open Access•Jack Schneider, Peter Piazza et al.•ARTICLE•Education and Urban Society•2022•Citada por: 1•Referências: 26

In this study, we examine eight social and emotional outcomes (e.g., student engagement, sense of belonging) analyzing differences for students who attend racially diverse schools. Drawing on survey responses from roughly 26,000 students, we find that racially diverse schools are associated with more positive social and emotional outcomes for all students. Strikingly, we find that these outcomes are most uniformly positive among white students, w…

  • Backtalk

    Open Access•Rachel S White, Mark Y Lineburg•ARTICLE•Phi Delta Kappan•2021

In response to a column by Joshua Starr about how superintendents act as buffers between the school district and the community, Rachel S. White and Mark Lineburg suggest that school board members must also serve a buffering function. They encourage school board members and superintendents to work in concert when making decisions and communicating those decisions to the community. Specifically, they stress the importance of centering students in t…
