Effects of Public Policy on Adolescents’ Cigar Use
To determine the effect of prices and regulations on youth cigar demand, we estimated logistic regression models of the probability of current cigar smoking among students in grades 6 to 12 with data from the 1999 and 2000 waves of the National Youth Tobacco Survey. In this paper we describe the legislative and regulatory history of tobacco control efforts and discuss the ways in which the debate over tobacco control has been framed. From a regulatory perspective, primary concern is how to balance the individual 's legal use of tobacco products with society's obligation to limit the use of a lethal product. It is widely recognised that tobacco taxes are a potent device to decrease tobacco consump tion. In the United States, however, tobacco taxes have fallen, after adjustment for inflation, since the first Surgeon General's report was issued in 1964 in which the US government acknowledged the link between tobacco and disease.
