Making and Unmaking “Disasters”
On 10 March 1933, an earthquake of roughly 6.4 on the Richter scale (retrospectively estimated) hit the City of Long Beach, California, and the counties surrounding it. Seismically, the quake was of moderate magnitude. However, to this day it remains one of the most destructive quakes in California history in terms of structural damage and fatalities, largely because of faults in building construction of the time that resulted in widespread colla…
How “Rational” Is Urban Public Corruption
This article reviews the literature on both (a) the general theory of public corruption and its evolution over time; and (b) the history of urban public corruption during the modern period into the present. In addition, this article conducts a historical narrative form of representation to structure the historical facts, synthesizing chronologically disparate elements into a synchronic unity, with the focus of the narrative on “urban public corru…
Putting the Car Before the Horse
A key question in the literature of technology in society is the degree to which technology is a product of society and vice versa. A related question is how the differing cross-causal lines between the two change both technological and social forms. This paper considers these questions by conducting a review of the literature on technology and society, and then conducting a structured historical examination of the social, economic, and technical…

The general theory of road pricing is discussed and theoretical arguments are presented against arbitrary road pricing. Tolling in New York City, where pricing has been imposed on a piecemeal basis without overall system performance goals in mind, is presented as a case study. The current New York situation is compared with the London cordon pricing …
Transportation Policy in the European and American Unions Compared
This is an article about two intertwined topics: federalism and transportation. It is also an article about two intertwined unions (in a political, economic, and cultural sense at least): the European Union and the United States of America. Transportation policy making in the two “unions” is compared and some potential lessons about how to best organize central government transportation policy are drawn out
Educational Requirements for Civil Infrastructure Managers
There was a time, so it is said in the legends, when managing civil infrastructure systems wasa simple matter. You needed a bridge built to connect, say, the growing City of Brooklynwith its neighbor, New York, across the river, and you simply built it. You had expanding neigh-borhoods that required sewer and water mains, and you built those. Politicians made the deals asfar as facility siting and, usually, ran the contracting. Public works manag…
Does America Really Need More Infrastructure
This article compares and contrasts two debates about the role of infrastructure in American economic growth and development. The contemporary policy debate revolves around the extent to which the observed decline in public works investment since 1960, measured as a proportion of gross national product, has been a cause of the coincident decline of productivity over the same period. An earlier debate in the economic history field revolved around …
