Changes in early abortion access among out-of-state abortion patients in Illinois, following public insurance coverage through state Medicaid
In 2018, Illinois implemented House Bill 40 (HB40) which required Medicaid (means-tested public insurance) coverage of abortion care for Illinois residents. Objectives. To assess changes in abortion service delivery in Illinois after the Dobbs v Jackson Women’s Health Organization decision. Methods. We used data from a monthly survey of 2 Illinois abortion providers that provide half of Illinois’s abortions. When abortion was fully covered by insurance, it reduced financial burdens and enhanced reproductive autonomy. Illinois Medicaid policy-with seamless enrollment options and appropriate reimbursement rates-offers a model for improving abortion access in other states.
