The article complements literature on advisory councils, and in particular their involvement in the policymaking process. The author examines the AC roles by referring to the concept of the roles set. Local advisory councils (LACs) are defined as collegial bodies that are anchored in local communities (representing public institutions, NGOs, social groups, business, and individuals), and are established by local authorities for opinion-giving purposes.
