It is generally believed that public welfare organizations are bureaucratic. This paper examines the literature dealing with bureaucratic phenomena, identifies the relevant variables, and develops a set of hypotheses. These hypotheses were tested in a set of eighteen public welfare agencies. The findings challenge the idea that large organizations are bureaucratic.
