Years of SEA
2021 marked the 25th anniversary of the publication of our report ‘SEA – status, challenges and future directions‘. This report was part of an international study of the effectiveness of environmental assessment by a consortium of countries and organisations. In recognition of the anniversary, the NCEA has placed a digital version of the report, making it widely available through the internet for the first time (www.eia.nl). The report documents …
A methodology for reviewing the quality of strategic environmental assessments in development cooperation
A methodology is described for reviewing the quality of strategic environmental assessments (SEAs) and identifying problems associated with them. It was developed to support the work of the OECD DAC SEA Task Team and designed for application to SEAs undertaken in the context of development cooperation. The methodology is based on internationally accepted principles and elements of good practice and is question-based. Three modules separately addr…

The art and science of impact assessment
Results from a questionnaire survey of International Association for Impact Assessment (IAIA) members' on the art and science of impact assessment (IA) are reported. This issue of Impact Assessment and Project Appraisal focuses on recent developments in cumulative effects assessment and management (CEAM). It brings together selected papers on this approach from the special topic meeting of the International Association for Impact Assessment (Calgary, 8-11 November 2008) held to take stock of the effectiveness of current approaches. At the meeting, over 400 members and other interested practitioners reviewed N…
Introduction
The global application of impact assessment instruments to achieve a variety of policy integration goals (e.g. the mainstreaming of environmental, gender or economic efficiency concerns) continues to proliferate. These instruments represent important components of contemporary political governance and hence are an important locus for applied research. This special issue of Impact Assessment and Project Appraisal critically examines ‘state-of-the-…
Improving quality
Reviews of environmental impact assessment (EIA) practice, particularly by industrial proponents, have highlighted common shortfalls. EIA would benefit from more ‘common sense’, which is not very common. For example, issue scoping usually includes too many inconsequential factors, and issues not directly affecting project decisions. Consideration of significance is often vague, misleading or inconsistent. Quality of environmental impact statement…
Reforming strategic environmental assessment systems
An increasing number of countries of Central and Eastern Europe (CEE) have established some form of provision for strategic environmental assessment (SEA). Adoption and development in the region has been noteworthy and several countries have established legal frameworks that are relatively progressive. Some countries, notably the Czech Republic, Slovakia and Poland, also have a record of SEA practice. Their experience, particularly at policy leve…
