The Global Data Supply-Chain for Artificial Intelligence and Its Paradoxes
Data are a crucial aspect of deep learning models and the groundwork for contemporary artificial intelligence. While it is common to point out biases within datasets, far less attention has been given to the global relations that make data and the limits of representing complex scenarios associated with conflict. This paper makes three interventions: (1) it describes how the idea of a global supply chain applies not only to the semiconductors nee…
Apartheid drone
In the 1980s and 1990s, South Africa was considered a global leader in the development of unmanned aircraft largely because of the Seeker, a drone created by the state-controlled armaments industry during apartheid. This article examines how military power, state-enforced racial hierarchies, and global exchange are made visible and obscured through the drone's unmanned system. It advances the concept of drone infrastructure, which updates theorie…
Making Terrorist Targets
This essay examines drone aircraft as a technique of power. What is named “drone” is a set of governmental practices used to make state enemies, producing the terrorist target it is purported to counter. I compare the US drone programme in the Horn of Africa to anti-terrorism laws in Ethiopia. On the one hand, targeted strikes carried out by the US military claim, in effect, all military aged males killed, unless proven otherwise, are “terrorists…
American Kamikaze
A Drone Manifesto
Debates about today’s unmanned systems explain their operation using binary distinctions to delimit “us” and “them,” “here” and “there,” and “human” and “machine.” Yet the networked actions of drone aircraft persistently undo these oppositions. I show that unmanned systems are dissociative, not dualistic. I turn to Haraway’s “A Cyborg Manifesto” (1991) to reflect on how drones rework limits ranging from the scale of bodies to geopolitical territo…
