Labour market trajectory clusters and utilisation of healthcare and benefits among the long-term unemployed
There exists limited knowledge regarding the utilisation of services and benefits associated with long-term unemployment. In this study, our objective is to identify distinct pathways into long-term unemployment by analysing patterns of healthcare and social benefit utilisation in relation to individuals’ prior labour market positions. This research aims to generate insights that facilitate the early identification and implementation of supportiv…
Single Mothers and Child Support in Extended-Family Households
Extended-family households are common among single mothers. Using Luxembourg Income Study data from waves 2014–2019, we study child support receipt among single mothers living in extended-family households in Chile, Guatemala, Panama, Paraguay, Peru, and Uruguay. We have three aims: to present the prevalence and characteristics of single mothers living with relatives, compare the level of child support received by extended-family and other single…
Towards a new era in the governance of integrated activation
This article presents the results of a systematic literature review of research articles ( N = 72) to study the governance logic of integrated activation policies and the problems relating to reintegrating welfare benefits with services. The inductive study of the problems indicated in the literature demonstrates both the vertical and horizontal aspects of the governance of integrated activation at the street level: challenges are tied to the top…
Growing inequality and diverging paths in early childhood education and care
Early childhood education and care (ECEC) is among the most important services for children and their parents as it promotes children’s development and enables mothers’ employment. Previous research has shown that there is an educational gradient as children of mothers with a low education level participate less in ECEC services, but less is known about the development of this inequality. This study, using EU-SILC survey data, focuses on the deve…
Climate Crisis and Social Protection - From Worker Protection to Post-growth Transformation
The article discusses five literature strands’ approaches towards social protection systems in the context of climate crisis: Adaptive Social Protection, Just Transition, Green New Deal, Post-growth, and Eco-feminism. As we argue, these five strands are located on a spectrum between a green growth orientation and a green anti-capitalist orientation. Furthermore, they differ in terms of their problematisation of the climate crisis and have differe…
Social Assistance Beneficiaries’ Access to Social Services in a Digitalized Social Assistance System
Access to social work has become a matter of even higher significance as remote services and the digitalization of public services has increased extensively during the COVID-19 pandemic. Using statistical data on red flag notifications in the Finnish social assistance system in 2017-2019 and survey data on social work professionals from 2021, we assess how well a red flag system identifies social assistance clients in need of municipal social wor…
Lone mothers and child support receipt in 21 European countries
With increasing trends in divorce, separation and multi-partner fertility, more families have become subject to child support policies. This paper explores child support receipt in 21 European countries using 2017–2018 European Union Statistics on Income and Living Conditions data. We investigated: (1) cross-country differences in the prevalence and amount of child support received and (2) the determinants of child support receipt among lone moth…
Do Red-Flagged Clients Exit Social Assistance Earlier than Others? The Case of the Finnish Social Assistance System
We examine an early ‘red flag system’ in the Finnish social assistance system and its efficiency in reducing the length of social assistance spells. We utilise the age-threshold in the policy that requires notifying social services on beneficiaries under twenty-five years of age after four months of social assistance receipt. Using monthly administrative data covering all twenty-three to twenty-six-year-old social assistance beneficiaries in Finl…
The role of social transfers in mitigating families with children from the economic impact of the Covid ‐19 pandemic
In this study, we investigated the household income of families with children. Our specific interest was the earned income losses during the COVID‐19 pandemic, and how social transfers have mitigated those losses. We assessed the monthly income levels by comparing the information on the year prior to pandemic to income levels during COVID‐19 pandemic. We found that the pandemic affected all studied subgroups of families with children, with the mo…
Smaller net or just fewer to catch? Disentangling the causes for the varying sizes of minimum income schemes
The number of social assistance recipients varies significantly between welfare states. Social assistance is a last‐resort residual benefit, so a high number of receipts may be related to policies for first‐tier benefits, social assistance and their implementation, as well as need factors (unemployment rate and low income). Considering the strong political will to diminish the receipt of last‐resort benefits, we demonstrated a way to decompose th…
Social workers’ perceptions on clients’ service needs and social work practices during the Covid-19 pandemic
Ever since the start of the COVID-19 pandemic, the specialized health-care resources have been the main focus of political attention in any country. However, the pandemic and subsequent lockdowns have also had a major impact on social services. The pandemic increased service needs among those who were already adult social work clients before the pandemic; it also created needs among new groups of clients, while the operating environment for servi…
