From political narrative to enforcement practice
In recent years, the European Union has framed return policy around “effectiveness,” primarily measured through return rates and removal figures, while progressively narrowing procedural and substantive safeguards. Despite extensive evidence of the fundamental rights harms associated with return practices, policy evaluations largely assess effectiveness independently of these impacts. Beyond deportation
This paper presents a critical comparative analysis of deportation policy and its alternatives in Spain and the United Kingdom. These cases provide a strong basis for comparison: in both countries irregular migration is hyper-visible in media and policy discourse, yet they differ in their preferred alternative to deportation: regularisation in the case of Spain and voluntary return in the UK. The Emergency Social Safety Net Cash Transfer and Syrians’ Migration Aspirations in Türkiye
By improving livelihood, a central policy aim of the Emergency Social Safety Net (ESSN) is to reduce refugees’ onwards migration aspirations in Türkiye. Using data collected by the WFP from to 2018 to 2020, we conducted a series of logistic regressions to compare the migration aspirations of ESSN beneficiaries and non-beneficiaries. The results demonstrate that in 2018, there was no significant relationship between receiving ESSN and Syrian refug…
Temporary turn in the asylum regime and the deportable refugee
Within the context of forced repatriation, this study investigates the conditions under which Syrian refugees face the spectacle of detention and deportation in Türkiye. As the largest group of Temporary Protection holders within a single country (currently 3.7 million), this case provides a unique lens to examine how asylum policies’ increased emphasis on the temporariness of protection and the eventual return leads to the production of illegali…
A Lack of Legal Protection and Limited Ways Out
This article focuses on the experiences and coping strategies of those who have sought asylum on the Greek islands of Lesbos and Chios after the EU–Turkey deal of March 2016. Based on semi-structured interviews with asylum seekers and participatory observations on the two islands between July and August 2017, we explore the impact of the EU–Turkey deal on asylum seekers and how they cope with it. Although the implementation of the deal has an eff…
