Sustaining Low Pay in Aged Care Work
This article examines the ways in which employers in the Australian aged care sector justify and sustain low pay for work that is both highly skilled and in high demand. We build on a large body of feminist research that analyses why care work is devalued by showing how such devaluing is produced at the level of the organization. To do so we examine some of the specific discursive mechanisms that sustain low pay. We show that aged care employers …
Workplace Bullying Policy in the Australian Public Sector
This article examines the question of gender‐neutral workplace bullying policy in the Australian context. It draws on the international workplace bullying literature and interview data gathered from policy actors located in Australian public service administrations, including managers, policy implementors and employee advocates. Gender Mainstreaming versus Diversity Mainstreaming
This article examines the question of whether and how the intersectional oppression of sexism and racism can be challenged by government policy. It draws on a case study of an Indigenous policy strategy in Australia to argue that, in contrast to concerns expressed by feminist policymakers, gender equality is not inevitably neglected when the target for remedial action is institutional racism. Amongst recent debates about whether it is preferable to campaign for gender mainstreaming or diversity mainstreaming this paper makes the case that both proposals involve fields of contestation. The invisibility of gendered power relations in domestic violence policy
This exploratory study seeks to illustrate how the policy context shapes the way policy actors engage with concepts of gender and practices of racism. The paper draws on two case studies in the context of family and domestic violence (FDV) policy and service development in an Australian State Government context. The first case study uses document analysis of a major public inquiry into Government agency responses to FDV in Indigenous communities.…

This article examines versions of gender mainstreaming in two countries, focusing on approaches we term the Canadian and Netherlands models. This paper uses preliminary findings from an ARC-funded Linkage grant to speculate on the requirements for producing gender analysis as a change process. Gender analysis, commonly associated with gender mainstreaming, is a methodology aimed at ensuring that all projects, programs and policies are gender-inclusive and gender-sensitive.
